First of all Israel was required under international law to withdraw from the West Bank after the end of the 1967 war, the 1995 agreement is irrelevant as far as international law is concerned. Even setting that aside, the Oslo accords required Israel to return Area C back to the Palestinians, which they did not do. Yes Israel is an apartheid state no matter how many hoops you try to jump through.
