I thank all the leaders who are in Ukraine and with Ukraine today, and who have supported Ukrainians throughout all these years of struggle. It is extremely important that we are all together today, speaking with one voice. Global unity is stronger than any of Russia’s alliances. And as long as we all stand firm, we will surely secure peace for a normal life for our people.

While the international community gathers in Warsaw to advance Ukraine’s reconstruction, Russia launches new horrendous attacks against civilians in Kyiv. A stark contrast, and a reminder of what Russia truly means when it claims it is ready to resume ‘peace’ negotiations.

The stories those able to escape El Fasher, Sudan tell our aid workers in near-by Tawila are truly gut-wrenching. My NRC colleague spoke to a young boy, not more than 10, whose parents had been killed and who himself had been injured with his leg broken. It had been crudely stabilised with a makeshift splint. Alone and wounded, he remained in El Fasher until hunger and violence forced him to flee with others escaping, just before the last offensive. He walked on a broken leg through the gates of the city; he was eventually lifted onto trucks transporting displaced people to Tawila. He is completely alone. No family, no shelter, no blanket, no clothes: “My mother died right in front of me. Nine others died with us. My leg broke, but I survived. Now I’m here alone. At night, I find places where people gather and sleep on the ground near them. I wait every day for food from the communal kitchens, if I’m lucky enough to get some. If not, I go hungry. The wound over my fracture had dried, but the cold reopened it. It hurts so much… I have nothing to cover with at night-time.” NRC has now given relief to this boy and will in the coming days and weeks help as many as we possibly can.

Ukraine is facing another difficult winter and the power supply in the country is unstable. Together with the EU, Norway is stepping up efforts to ensure that Ukrainian households, businesses and institutions have access to energy. Norway stands together with Ukraine.

Today, Prime Minister of Norway @jonasgahrstore is in Ukraine. I am grateful for this visit and for such support. It means a lot to us. Ukraine will always value Norway’s sincere engagement with our state. We had very substantive discussions on many issues – our defense needs, support for sanctions, cooperation in the energy sector, the efforts of the Coalition for the Return of Ukrainian Children, diplomatic prospects, and collaboration with partners on security guarantees. 🇺🇦 UKRAINE’S INDEPENDENCE DAY: Norway to purchase Patriot air defence for Ukraine 🇺🇦 Norway will allocate around NOK 7 billion to strengthen Ukraine’s air defence. Together with Germany, this will provide two Patriot systems and missiles, as well as other types of air defence. The systems will help protect civilians in Ukraine. ´Together with Germany, we are now ensuring that Ukraine receives powerful air defence systems´, said Prime Minister Jonas Gahr Støre. ´Air defence is also vital to safeguard military units and critical infrastructure. I spoke with Prime Minister of Norway @jonasgahrstore. We are coordinating our steps with Norway — both bilateral and within broader formats, in Europe and with the United States. There is a good pace now in preparing the decision to strengthen our air defense. I am grateful for this support and readiness to work together for protection against Russian terror. We must also become more responsive in joint sanctions pressure on Russia alongside our partners. This concerns the relevant EU sanctions packages and the decisions of other G7 members. Norway holds a very principled stance, which is important for all of us in Europe. I spoke with Jonas about energy resilience — we already have concrete agreements on preparations for the coming winter, and Norway is ready to continue its support. Thank you.

I am grateful to the Nordic-Baltic Eight countries for their principled joint statement urging Russia to commit to a full, unconditional, and immediate 30-day ceasefire. I also value NB8 support for my readiness to meet personally with Putin in Türkiye. We are ready for such direct diplomacy to put an end to killings and advance real peace. And this must certainly be discussed with the person who makes decisions in Russia. Ukraine remains committed to pursuing every genuine opportunity for peace. Norway strongly condemns Russia's missile and drone attacks last night, targeting civilians in Kyiv and other areas in Ukraine. Targeting civilians like this constitutes a serious violation of IHL. These attacks demonstrate that Russia, not Ukraine, is the obstacle to peace.

I spoke with Norway’s Prime Minister @jonasgahrstore. I informed him about today’s Russian strikes targeting civilian infrastructure in Ukraine. Our people are doing everything possible to assist the victims and eliminate the consequences of these attacks. We discussed our upcoming engagements with partners and coordinated our joint positions. Norway supports the importance of maintaining pressure on Russia for the sake of peace — and that is truly important. The path to peace must begin with an unconditional ceasefire — exactly as proposed by the United States and supported by Ukraine. We also spoke about expanding our security cooperation in multilateral formats and agreed to work on this together. Thank you, Norway, for your support.

I spoke with Norwegian Prime Minister @jonasgahrstore. I thanked him for today’s unanimous decision by the Norwegian parliament @Stortinget to increase Norway’s aid to Ukraine this year from $3.2 billion to $7.7 billion. This is a timely and necessary decision that should serve as an example for all our partners. The funds will be partly directed towards weapons production in Ukraine and strengthening our energy security. Thus, Ukraine’s negotiating positions on the path to a just and lasting peace will become even stronger. I am grateful to Norway for demonstrating responsibility and readiness to increase its contribution to peace and stability in Europe.
