This is unimaginable cruelty. Even in active war zones you would not expect to see paramilitary police menacing civilians and preventing them from searching the rubble of a collapsed building for their families.

Family can see the belongings of their loved ones in the rubble. Nobody is trying to help or talking to the community. Mayor and city council nowhere to be found. Just militarized police.
