If I was the Mayor of Harare, I would transition the CBD to look like this in 24 months. On Sundays, I would also block Innez Terrace from RG Mugabe Road to Nelson Mandela Avenue from Vehicular traffic and make it a farmer’s market to ensure a regulated opportunity for vendors to sell the their produce from 8am to 4pm. From 4-6pm, the market would be dismantled and the street cleaned up to look spic and span by Monday morning. I would also make the street a regulated flea market for textile traders on Saturdays from 1pm - 5pm. Traders at the farmers market and flea market in the CBD would pay to sell by end of day of the Tuesday prior using a transparent mechanism on a first come first served basis. I would smash and completely shut down the illegal commuter omnibus rank that has established itself right outside the 4 star Monomotapa Hotel, not far from the RBZ, Harare gardens and National Art Gallery. Imagine an illegal bus rank having established itself close to a 4 star hotel, close to Hardwicke House, close to RBZ, close to City Council’s Trafalgar Building and close to two national monuments: Mbuya Nehanda statue and National Art Gallery! I am just giving you an appetizer of the things I would do as Mayor of Harare since Mafume has failed.
