I think the most reasonable way to balance aesthetic standards and certainty for development is with materials requirements and/or "books" of pre-approved designs In areas with sufficiently high land values you can require masonry, stone, metal etc.

GDP per capita 🤦‍♀️ The most worthless metric of them all. I am not even mad, this is actually genuinely sad. Yes, your billionaires are richer than our billionaires. Congratulations, I guess? lol. Imagine being so brainwashed to believe that just because your billionaires are the wealthiest billionaires in the world, you are somehow part of that exclusive club. And what is more - to truly believe that people in West Virginia are wealthier and have better life than people in Italy or France. Especially nowadays, when half of the population lives paycheck to paycheck, their bills are constantly rising, TWO full-time working parents are struggling with their expenses, and it's only going to get worse. Even a large % of the middle class is one health emergency or layoff away from bankruptcy. This is just not the flex you think it is, and it is genuinely distressful to do this to your fellow citizens, given the struggle so many of them are currently facing.
