We will not be misled - there were no errors of law in the Panel Report!
The Ngcobo Panel applied the law rationally, cautiously, and exactly within the constitutional framework created by section 89 and Rule 129. It correctly understood that its role was not to determine guilt but to assess whether sufficient prima facie evidence existed to justify a fuller parliamentary inquiry.
The report reflects a legally disciplined approach. The panel carefully distinguished between preliminary evidentiary assessment and final factual findings, confined itself to the material placed before it, and repeatedly grounded its reasoning in constitutional text, parliamentary rules, and Constitutional Court jurisprudence.
In fact, the jurisprudential strength of the report lies precisely in its restraint.
Rather than overreaching, the panel respected separation of powers, recognised the limits of its mandate, and rationally concluded that the seriousness of the allegations warranted deeper constitutional scrutiny by Parliament.

Adv Ngcukaitobi is a great lawyer but former Chief Justice Sandile Ngcobo is an even greater lawyer.
So great he was the chief justice of the constitutional court and even lectured at Harvard University.
There are no errors of law in the Section 89 report.
