(2/2) I do think it's maybe a perspective of fans who've only gotten into Resident Evil recently with RE:4 & RE9, I can't prove that but call it a gut feeling. I suspect the narrative will change as we get to upcoming RE games without Leon though.

(1/2) That describes a feeling I have, you're right. There is some attitude that Resident Evil "needs" Leon to some newer fans, but then Resident Evil games have sold millions of copies since the series started, & some of the top selling RE games don't even have Leon in them.
