3/ The number of houses grew a lot (500k more homes are "surplus") but the percentage of "surplus" didn't grow much. 4/ Household formation was stunted by a shortage of homes in many places which the data shows if we consider 1 & 2 or if we just do the simpler and better thing,

"Why hasn't building 500k more homes than household count grew by fixed the housing crisis"? Great question. My four biggest answers, 1/ Big increase in second home ownership and holiday lets. 2/ Our household counts miss eg. foreign students, whose numbers have increased.
