Resident Evil’s world was never destroyed only by Umbrella or The Connections. The real problem is that governments, intelligence agencies, and anti-bioterror organizations became just as corrupt as the threats they claimed to fight.
The D.S.O, the B.S.A.A, and even the FBI constantly operate in secrecy, hiding information, manipulating events, and allowing bioweapon research to continue for political and military interests. Raccoon City itself proved that governments were willing to sacrifice innocent lives just to erase evidence and protect their own power.
Leon knows the D.S.O is corrupted, but he is trapped inside the system. Leaving would immediately make him suspicious because he knows too much about covert operations and bioweapons. He stays because he believes he can still save people from within.
Chris spent years believing the B.S.A.A was humanity’s last hope, only to realize too late that the organization was slowly becoming another version of Umbrella. Resident Evil Village exposed how far the B.S.A.A had fallen, even using bio-engineered soldiers.
Jill Valentine is also trapped psychologically. After years of trauma, experimentation, and manipulation, accepting that the organizations she trusted are corrupt would destroy the last thing keeping her emotionally grounded.
That is why blaming Ada Wong for everything is hypocritical.
Ada is morally gray, but she did not create the bioterror system. Governments and global organizations funded illegal research, protected corporations, and turned bioweapons into military tools long before Ada became involved. Unlike many of these institutions, Ada has repeatedly shown limits, betraying Wesker, sabotaging buyers, and refusing to hand over samples capable of killing millions.
If Ada is blamed for working within corrupt systems, then the same logic would unfairly apply to Leon, Chris, and Jill for serving corrupt governments and agencies. But none of them truly control the system.
That is the tragedy of Resident Evil.
Leon, Chris, Jill, and Ada are all trapped in a world where bioterrorism became part of global politics, military power, and government control. The monsters are only a consequence.
The true horror of Resident Evil has always been humanity itself.

The monsters were never the true horror of Resident Evil.
Humanity was.
