🇪🇺 On 11 May in Brussels, the European Union, Ukraine, and Canada held a High-Level Meeting of the International Coalition for the Return of Ukrainian Children. The Coalition is moving from discussing the problem to delivering concrete solutions and coordinated international action aimed at bringing every Ukrainian child home and ensuring Russia is held accountable. During the meeting, practical steps were presented to strengthen efforts across key areas: ▪️ tracing and identification of children through the development of the Tracing Mechanism — a unified system for data collection, verification, and exchange ▪️ increasing diplomatic pressure on Russia, including through international platforms ▪️ supporting the return and reintegration of children — including psychosocial care, education, and the development of family-based care ▪️ documenting crimes and ensuring international accountability Key figures to understand: • hundreds of thousands of Ukrainian children remain under Russian control • more than 20,000 cases of deportation and forced transfer have been officially documented by Ukraine • the Coalition brings together dozens of states and international organisations and continues to expand • 12 recommendations were developed by civil society ahead of the meeting in Kyiv • dozens of representatives of states and partners contributed to shaping solutions Partner commitments announced: 🇪🇺 European Union — €50 million to support Ukraine’s child protection system 🇬🇧 United Kingdom — £1.2 million for tracing and verification efforts 🇱🇹 Lithuania — €10 million for search, return, and rehabilitation of children 🇨🇦 Canada — CAD 3.4 million to support the UN Human Rights Monitoring Mission in Ukraine, and accession to the International Claims Commission 🇩🇪 Germany — €1.4 million to support civil society organisations Additional contributions: 🇸🇮 Slovenia — recovery and recreational programmes for children 🇭🇷 Croatia — rehabilitation programmes and development of dedicated support for returned children and their families Sanctions: The largest coordinated sanctions package within the Coalition’s framework was announced against individuals and entities involved in the deportation and militarisation of Ukrainian children: • EU — 16 individuals and 7 entities • Canada — 23 individuals and 5 entities • United Kingdom — 12 individuals and 17 entities • Norway — to align with the EU sanctions package Cyprus and Switzerland have joined the Coalition, further strengthening international efforts to return Ukrainian children. @andrii_sybiha, Minister of Foreign Affairs of Ukraine: “We are not only talking about returning children — we are talking about a triple return: returning every child, returning Ukraine to every child, and returning childhood to these children. Statements are not enough. Words of sympathy are not enough. We need action — both political and legal — to ensure accountability and bring our children home. And, of course, the best thing we can bring to our children is peace.” The next High-Level Meeting of the Coalition will take place on 28–29 September 2026 in Toronto, within the framework of the Canada–Ukraine–Norway conference.
