Thame Water offers to pay £25 million to environment charities and local community groups, but only if Ofwat allow TW to scrap their "outcome delivery incentives", over the next 5 years. In other words allow us to wilfully, deliberately, knowingly break the law for the next 5 years and we'll bug eNGOs a £25 million bribe, simply to shut them up. It’s time for the Mayor to start taking action, rather than just talking about sewage. Here are the things he could do *right now* that are fully within his legal powers & funding abilities: 1. Commission a sewage survey to find, test & quantify every single illegal sewage outlet in London, as currently no one knows where all the sewage is coming from. The groundbreaking survey I carried out to find all the sewage on lower Roding this summer cost less than £50k, so London-wide this step should cost less than £1 million. 2. Call Thames Water, the EA, local councils & river guardians in to agree a detailed, staged & costed plan to fix every single illegal sewage outlet in London within 5 years. 3. If Thames Water refuse to play ball, demand that the EA prosecute every illegal sewage spill in the London area. If they refuse to do so, set up and fund a private prosecution office to prosecute every illegal sewage spill in the London area to the maximum extent of the law. As costs are recoverable if Thames Water are found guilty (which they invariably will be), this should become self funding. The Mayor could authorise these steps tomorrow and have significantly reduced sewage pollution in London by the time of the next mayoral election. Will he act, rather than just talk?
