Revenue assessments from @rirevenue through March show state general revenues up 1.2% above estimates--which would project to a surplus of around $70 million for the current year. Business taxes carried the gain, with sales taxes slightly up and personal income taxes down.

Our experience with chronic absenteeism exposes the broader issues with school governance and accountability. Tackling absenteeism is not easy, but it is easier than teaching kids to read and compute.

State general revenues through February are remarkably on target--up 0.2% over projections. If trend holds, there would be a surplus of $11.5M. Personal income taxes are down 2%, but business taxes are up sharply. Sales taxes are up slightly.

This tax hike is unnecessary. State revenues, including personal income tax revenues, have grown substantially over the past few years and are expected to continue to grow at or more than the rate of inflation.

House Finance is considering a 50% tax hike on income over $1M but Rhode Island doesn’t have a revenue problem; it has a spending problem. Since FY19, state revenues grew 6.3% avg. annual vs. 4.2% inflation, yet lawmakers added $100M+ in new taxes and fees last year.

The uneven results on chronic absenteeism shed light on a larger systemic dysfunction in our K-12 schools of valuing local autonomy over requiring best practices. We know what works. We don't have the political will to make it happen throughout the system.
