@JAldrichPL @lionel_c_briand A corollary (from my stance as EiC of ACM TOCE): journal pace and review quality in CS is lower than it could be because we invest so much in the overhead and rush of inferior conference review processes. If we invested our time in journals instead, imagine what they could be!

If you want your stuff to be reviewed faster, let the reviewer know why you chose them and what you want them to focus on.
