IMF Staff Completes the 2026 Article IV Consultation and Reaches Staff-Level Agreement with Ghana on the Sixth Review under the Extended Credit Facility Arrangement and on a 36-month Policy Coordination Instrument Request.
The IMF staff noted some policy concerns;
1. Efforts to ensure effective monetary policy transmission and confidence should focus on strengthening the central bank’s balance sheet. The losses associated with the Domestic Gold Purchase Programme (DGPP) underscore the importance of increasing transparency and limiting quasi-fiscal activities that weaken the central bank’s balance sheet. Efforts to protect the Bank of Ghana’s balance sheet from DGPP-related quasi-fiscal risks and budget recognition of future costs would help enhance accountability and oversight.
2. In the energy sector, priority should be given to tackling distribution and collection losses at the Electricity Company of Ghana (ECG).
3. In the cocoa sector, deeper reforms are needed to address vulnerabilities. Priority should be given to strengthening the legislative framework to streamline costs, including through more frequent farmgate price adjustments, improve efficiency, and ensure Cocobod’s long-term financial sustainability.
In conclusion
To entrench stability post ECF, policies should be anchored on avoiding policy slippages including recurring cycles of fiscal imbalances, rising debt, weak buffers, and reform reversals will be critical to safeguarding the hard-earned success.

The Value for Money Office Act, 2026, is much ado about nothing. The Finance Minister stood before Parliament and promised a new era of accountability in public procurement, yet the very law he championed undermines that promise.
A close look at the structure of the board reveals a body dominated by partisan political appointees. There is no real independence. The board reports directly to the Minister. A regulatory body that lacks independence cannot fight corruption in public procurement. Instead, this arrangement risks creating an institution that could ultimately be used to justify and legitimise corruption in public procurement under the cover of regulatory approval.
At the Consideration Stage of the bill, I raised these concerns and cautioned the House that the law, instead of fighting corruption, risked introducing a new layer of politically supervised corruption into the procurement process. The government dismissed those concerns entirely. Today, events have vindicated the Minority’s position. What has been presented as a reform in accountability is simply another layer of bureaucracy designed to serve political interests under the guise of transparency.
In other jurisdictions where Value for Money institutions exist, the laws establishing them provide clear safeguards for independence in appointments, operational mandate and oversight authority. That is what gives such institutions credibility and public trust. Unfortunately, this law falls far short of those standards.
Ghana does not lack laws or institutions. We already have the Public Financial Management Act, the Public Procurement Act, and internal audit systems across public institutions. The real challenge is enforcement. Those institutions must be strengthened, adequately resourced and their officers held accountable for their responsibilities.
If this NDC government truly wants to fight corruption, it would strengthen existing accountability institutions instead of creating politically controlled structures that can be manipulated to justify questionable procurements. Ghanaians must pay close attention because this law may very well become the shield behind which the next generation of procurement scandals is defended and justified.

The NDC has started its foolish practice of using our security apparatus to harass and intimidate NPP members. They have gone to pick up David Essandoh, the Agona West NPP Constituency Organizer over a post he made about dumsor.
In all this, I pity their bots on social media who are applauding them and defending these actions today, forgetting that power is temporary and governments change.
Abuse of state institutions against political opponents is dangerous for our democracy, regardless of which party is in power, but all the same they should continue they're really showing us the way.
Whatever they are doing to our people, we will respond in tenfold when power changes hands in 2028.

Mr President.. fulfill the promises you made to the people. Give them jobs. Post these nurses and midwives. Under you, precious lives have perished through wars in the country. For the first time we had ghana refugees in other neighboring countries. These are what should interest you, not trying to gag people. No, that’s not what they people voted for
