Al-Sudani attended the Partnership Day celebration between the International Finance Corporation (IFC) and Iraq, held today in Baghdad to mark the 20th anniversary of the IFC’s presence and partnerships across Iraqi sectors. The event witnessed the signing of several investment and development contracts with both the private and public sectors. In his speech, the Prime Minister highlighted the importance of partnership with the IFC, emphasizing the distinctive capabilities of Iraq’s private sector, which has demonstrated an active role in carrying out reconstruction and development projects while withstanding bureaucracy, corruption, and security challenges. The Prime Minister explained that government measures aimed at improving the business environment have led to attracting international companies to work and invest in Iraq. The total value of Arab and foreign investments has reached $100 billion through licenses and companies that have already commenced their projects. The Prime Minister pointed out that attracting foreign capital has contributed to stabilizing Iraq’s economy and encouraged other international financing institutions, including German, Italian, French, British, and Chinese institutions, to fund a significant number of development projects. He stressed that this progress has been supported by providing legal and administrative frameworks, removing routine obstacles, and creating more job opportunities. During the ceremony, the following contracts were signed in partnership and financing with the IFC: ■ Investment contract for associated gas and development of Umm Qasr Port facilities, with Basra Gas Company, worth $500 million. ■ Financing and expansion contract in cement and lubricants production, a partnership between Al-Maysarah Group’s subsidiary Numu Holding Company and Al-Muhaidib Group, worth $200 million. ■ Financing contract for container handling equipment and storage yard in Umm Qasr Port, with Al-Loreen Investment Company, worth $125 million. ■ First phase of a green housing real estate development project in Sulaymaniyah, with Hiwa Rauf Company, worth $65 million. ■ Trade finance credit line contract, a partnership between IFC and AlOula Financial Solutions Company with Bank of Baghdad, worth $10 million, aimed at opening new opportunities for micro, small, and medium enterprises in Iraq. ■ Investment partnership contract to establish sustainable agricultural and industrial projects, with Sama Al-Manar/Tiryaki Agro, worth $120 million. ■ Partnership contract to establish a teaching hospital worth $250 million, with Raban Al-Safina Group, and a partnership with AlOula Company to finance SMEs, offering consulting services and enhancing investment attraction.

Meaning, the HFC and others will not vote for ANY rules until the leadership kills @realannapaulina's proxy-voting measure. Discharge petitions are part of the House rules, of course. The HFC used to be absolutely obsessed with the House rules -- no matter the outcome. That has changed a bit. But Johnson needs to unlock something here. And quick.
