Uganda’s education sector does not lack data. The challenge is turning that data into better decisions and stronger education outcomes. At the 5th #EdLabUganda Retreat, IPA joined government, researchers, universities, and partners to strengthen evidence use across the sector.

It aims to generate publicly available data to better understand long-term social and economic development, and to measure the long-run impact of social innovations that improve lives.

There’s no shortage of evidence on what works. But evidence alone doesn’t scale impact. Scaling means embedding interventions into systems, institutions, and norms; so impact lasts. That requires more than replication. It requires a systematic approach from the start.

At a regional training in Soroti City, District Education Officers and district inspectors of schools from 59 districts shared how they’re using data to: → Track teacher attendance → Monitor enrolment → Improve reporting → Guide resource allocation

What does it take to move from collecting education data to actually using it? In Uganda, IPA’s Embedded Lab is working with the Directorate of Education Standards to strengthen how data informs real decisions.

IPA Country Director, Cassien Havugimana, highlighted the role of evidence in shaping education reform, reaffirming IPA’s commitment to working with government and partners to drive impact. “Evidence should not just describe challenges; it should guide action," he noted.

At the 2026 State of Education Conference in Rwanda, IPA joined the Ministry of Education and partners to reflect on what the latest evidence reveals; and what it demands next for the education system.
