Any official speech or statement from a central bank governor, including the Reserve Bank of Australia (RBA), is classified as a high-impact event. Such events can cause significant volatility, widened spreads, and liquidity disruption across all instruments - not just AUD pairs. For this reason, Governor Michele Bullock’s speeches fall under the red folder news rule in our guidelines. As clearly stated in our FAQs and shown in the screenshot you referenced: “Events such as presidential announcements, geopolitical conflicts, war outbreaks, sudden economic releases, or central bank decisions can cause extreme volatility, widened spreads, and liquidity disruptions across all instruments.
