Key findings from the survey include: • Many people cannot identify whether claims about government spending are true • Partisan divides shape how people perceive statements about government spending • Americans are hearing claims about waste and fraud in government

A nationally representative survey we conducted in April 2025 shows that many Americans lack a strong understanding about how federal government programs and spending work, making it difficult for them to evaluate the accuracy of common claims about federal spending.

This finding sheds light on a dysfunctional work culture that threatens the agencies’ ability to meet their obligations to the public. When leadership fails, the culture of the organization does as well. Explore the data here. ourpublicservice.org/publications/a…

After conducting our Public Service Viewpoint Survey in the fall, the survey found that a vast majority of respondents from Customs and Border Protection and Immigration and Customs Enforcement lack trust in their politically appointed leaders.

For decades, we have found that trust in senior leadership is among the biggest drivers of overall employee engagement and organizational performance. When this trust is broken, there is often a direct impact on the quality of services that federal agencies provide to the public.

During the past year, the Partnership has been forced to make defining choices about how to navigate an administration that has targeted our mission and organization directly, and how to remake ourselves in an era of constant emergency. Read more here. philanthropy.com/news/lilly-ren…

The administration's strategy to dismantle the federal workforce put it on a course for direct conflict with our work to bolster the federal workforce. For nearly 25 years, we have worked to build a better government and a stronger democracy, no matter the political environment.

The conclusion: There is no credible evidence that at-will employment will lead to improved employee or agency performance. In fact, it creates other risks and may further undercut the ability of public servants to address Americans’ most pressing needs.

Last year, President Trump issued an executive order directing OPM and other agencies to remove long-standing due process protections from career federal employees in "policy-influencing" positions.
