This is configured by the creator and is called the seed.
Example: $RELIC was enshrined as a free mint. The enshrining included a subsidy of 21k $MBTC and a seed of 10.5m $RELIC. That means the initial pool contained 21k $MBTC and 10.5m $RELIC.
