During the 12th Joint Permanent Commission (JPC) between Rwanda and Uganda, the two countries signed the following MoUs: 1.⁠ ⁠Memorandum of Understanding on Cooperation in the Field of Health, 2.⁠ ⁠Memorandum of Understanding on Cooperation in the Fields of Agriculture, 3.⁠ ⁠Memorandum of Understanding on Cooperation in the Field of Education, 4.⁠ ⁠Memorandum of Understanding on Cooperation in Local Governance.

Today in Kampala, Minister of State @UstaNcusta and Hon. John Mulimba, Minister of State for Foreign Affairs in charge of Regional Cooperation @UgandaMFA, concluded the 12th Joint Permanent Commission (JPC) between Rwanda and Uganda. In her remarks, Minister of State Dr. Kaitesi reaffirmed the importance of the JPC in advancing results-oriented cooperation between the two countries. She emphasized the need to translate agreed decisions into concrete and timely actions that deliver tangible benefits to citizens.

This morning in Kampala, PS @FidelisMironko and Mr. Vincent Bagiire, PS at @UgandaMFA, co-chaired the Permanent Secretaries’ session of the 12th Joint Permanent Commission (JPC) between Rwanda and Uganda. They reviewed the outcomes of the Senior Officials’ Meeting and prepared for the ministerial session scheduled for tomorrow. In his opening remarks, PS Mironko emphasized that their deliberations will further strengthen collaboration through new areas of cooperation and ensure that emerging priorities deliver tangible benefits to both countries and their peoples.

Yesterday, Minister @onduhungirehe received Mr. Jin Hyun Piak, Senior Adviser at the Center for International Law of the Korea National Diplomatic Academy, accompanied by H.E. Jeong Woo Jin, Ambassador of the Republic of Korea to Rwanda. Their discussion focused on strengthening Rwanda – Korea cooperation at both bilateral and multilateral levels.

Minister @onduhungirehe held a telephone conversation with H.E. José Manuel Albares Bueno, Minister for Foreign Affairs, European Union and Cooperation of the Kingdom of Spain. They discussed bilateral relations and exchanged views on the situation in the Great Lakes region.

Rwanda and Uganda are convening the 12th Joint Permanent Commission (JPC) in Kampala from 20–22 April 2026. DG @gisa_teta (@RwandaMFA) is leading Rwanda’s delegation at the technical session, focused on reviewing progress and enhancing bilateral cooperation.

Minister @onduhungirehe also met with Mr. Barham Salih, United Nations High Commissioner for Refugees, on the sidelines of #ADF2026. They discussed deepening partnership and ongoing projects between Rwanda and the UNHCR.

On the sidelines of the Antalya Diplomacy Forum #ADF26, Minister @onduhungirehe met his counterparts; Dr. Khalilur Rahman, Bangladesh's Minister of Foreign Affairs and Hon. Joao Bernardo Vieira, Minister of Foreign Affairs, International Cooperation and Communities of Guinea-Bissau. The discussion focused on cementing bilateral ties and exploring avenues of cooperation.

Yesterday in Antalya, Minister @onduhungirehe and Hon. Bakhtiyor Saidov, Minister of Foreign Affairs of Uzbekistan, held a bilateral meeting during which they signed a joint communiqué establishing diplomatic relations between Rwanda and Uzbekistan. This signing marks an important step toward strengthening bilateral ties between the two countries.

Minister @onduhungirehe also met with Hon. Paulo Rangel, Portugal’s Minister of Foreign Affairs on the sidelines of the Antalya Diplomatic Forum #ADF2026. They discussed strengthening bilateral relations between Rwanda and Portugal.

In Antalya, on the sidelines of #ADF2026, Minister @onduhungirehe met with Russia’s Foreign Minister Sergey Lavrov to discuss strengthening Rwanda–Russia cooperation and matters of mutual interest.

“This year, we are commemorating for the 32nd time, the 1994 genocide against the Tutsi. On our side of the border, for the past 32 years, we have been developing ourselves, building unity and reconciliation. But on the other side of the border, in Congo, we have the militia and the army that committed that very genocide, that was not only never disarmed by the UN, by the French forces that were on the ground, but that force was entertained, supported by different DRC governments, to the extent that now, 32 years later, we have this FDLR; they call themselves FDLR, but it’s the same genocidal force that committed genocide against the Tutsi in Rwanda. So, we signed an agreement in Washington on the fourth of December, whose main component is to do our security operations to neutralize this genocidal force, so that Rwanda would lift its defensive measures and disengage its forces. Yesterday, in Antalya Diplomacy Forum, Minister @onduhungirehe participated in a panel discussion: “Investing in Africa’s Future: Strategy, Scale and Competitiveness”. In his remarks, he said that Africa is rich in both human and natural resources, but continues to face challenges in decision-making. He noted that with the right investments, the continent can achieve real prosperity, and described the African Continental Free Trade Area (AfCTA) as a key turning point in this journey.

On the sidelines of the #ADF26, Minister @onduhungirehe also met with Ms. Gerardine Mukeshimana, Vice-President of the International Fund for Agricultural Development @IFAD. The discussion focused on further expanding partnership between Rwanda and IFAD.

On the sidelines of the Antalya Diplomatic Forum #ADF26, Minister @onduhungirehe met with Azamat Kadyraliev, Kyrgyzstan's Deputy Presidential Chief of Staff. They explored areas of bilateral cooperation between Rwanda and Kyrgyzstan, and shared views on the topics of common interests.

This afternoon, Minister of State @UstaNcusta met with H.E. Alison Thorpe, UK High Commissioner to Rwanda, for a courtesy call. Their discussions focused on enhancing bilateral cooperation between the two countries.
