AT-RISK MISSING PERSON Koy Saechao, 54 years old, 5'0" tall, approximately 100 Ibs, with straight black hair, and brown eyes. She was last seen wearing a purple vest over a black shirt, gray sweatpants, and blue Crocs shoes. Koy was last seen by her family at approximately 8:00 a.m. on July 31, 2025, near the 3200 block of Oriole Way in Antelope. Following her disappearance, Koy’s family provided additional information that led investigators to classify her as an At-Risk Missing Person. Although nearly a year has passed since she was last seen, her family is still searching for answers, and we remain committed to helping locate her. We are asking our community to take another look. RIO COSUMNES CORRECTIONAL CENTER INMATE DEATH   At approximately 4:00 AM on Tuesday, July 14, 2026, deputies discovered an inmate unresponsive in their cell inside the Medical Housing Unit (MHU) at the Rio Cosumnes Correctional Center. Deputies immediately requested Adult Correctional Health (ACH) assistance and an immediate response from the Fire Department. Deputies began CPR on the inmate. Despite continued life-saving efforts by staff, the inmate was pronounced deceased once the Fire Department arrived on scene.   The inmate was housed in a cell, alone, that was equipped with a camera for ACH to monitor. He had been housed in MHU due to ongoing medical issues. Homicide Detectives and Crime Scene Investigators (CSI) arrived on scene and do not suspect any foul play. They will continue to investigate this incident.   The inmate had been in custody since April 10, 2024. He was pending charges of Robbery, Criminal Threats, Brandishing a weapon, and Petty Theft. He was placed on a hold by the State Hospital as well, as the courts worked to determine if he was competent to stand trial on his outstanding cases.   The Sheriff’s Office will complete a thorough inmate death investigation in accordance with department procedures and state laws. The Sacramento County Coroner’s Office will determine the official cause of death and forward its findings as prescribed by law. The Coroner’s Office will release the name of the deceased in accordance with their protocols.

CCW UPDATE FOR SACRAMENTO COUNTY RESIDENTS Assembly Bill 1948 (AB 1948) was recently signed into law and, beginning January 1, 2027, standard California CCW licenses may be issued for up to three years, an increase from the current two-year license term. If you already have a CCW license, it will remain valid until the expiration date printed on your permit. Existing licenses will not automatically be extended to three years. New and renewal CCW licenses issued on or after January 1, 2027, may be eligible for the new three-year term, provided all statutory requirements are met. While the license term is changing, the eligibility requirements are not. Background checks, firearms training, and all other requirements under California law will remain in effect.

OFFICER INVOLVED SHOOTING ON INTERSTATE-80   On Sunday, July 5, 2026, at approximately 10:00 am, our Communications Center received a call of a battered and bloody woman screaming for help in the 2200 block of Zinfandel Drive in Rancho Cordova. As deputies were on their way, additional 9-1-1 calls came in as the woman went door to door attempting to get help. Fortunately, one residence allowed the victim inside to wait for responding deputies.   Deputies contacted the victim, who described surviving three days of brutal beatings from her ex-husband. She said she was beaten, pistol-whipped, and strangled until she lost consciousness. Another vicious beating occurred that morning. The victim described how she “played dead” until the suspect left the room. That allowed her to flee the home and seek help.   The victim stated she did not know where the suspect might be, but assumed he would still be at her residence where the beatings had occurred. She made sure to remind the deputies that the suspect had a pistol and was always armed. Deputies went to the victim’s residence. The suspect was no longer at the location, and the victim’s vehicle was missing. Deputies put out a BOLO (be on the lookout) for the vehicle to all neighboring jurisdictions.   North Patrol Deputies located the vehicle on Fair Oaks Blvd near the intersection of Kenneth Ave. Deputies attempted to conduct a vehicle stop, but the suspect fled, initiating a pursuit. The pursuit eventually traveled onto eastbound I-80, where an officer-involved shooting occurred just west of the Antelope Road exit. The suspect was struck with gunfire and ultimately pronounced dead at the scene by the Sacramento Metro Fire Department. No deputies were injured during this incident.   The investigation into this officer-involved shooting is still ongoing and being conducted by the California Highway Patrol. A parallel investigation will be conducted by the Sheriff’s Homicide Bureau and Professional Standards Division.  An independent review of the incident will also be conducted by the Sacramento County District Attorney’s Office.  In accordance with the Sheriff’s Office policies and procedures, the deputies involved in the shooting will be placed on administrative leave pending the investigation.

OFFICER INVOLVED SHOOTING An officer involved shooting of a domestic violence suspect has occurred on eastbound I-80 Near Antelope Rd. All officers are OK. The suspect has been confirmed deceased. More details will be released as they become available. Please avoid the area due to major traffic shutdowns on eastbound I-80.

**HOMICIDE INVESTIGATION UPDATE** On Saturday (7/4/26) morning, at about 3:30 am, our Communications Center received a call for a welfare check at an apartment in the 7400 block of Holworthy Way. When deputies arrived, there was no answer at the door. Finding the door unlocked, deputies entered the apartment and located a deceased adult female. Crime Scene Investigators (CSI) and Homicide Detectives responded to the scene. Based on witness statements, detectives identified the suspect as 35-year-old Salvador Villalaz. Villalaz was arrested without incident and booked into the Sacramento County Main Jail. He is ineligible for bail and his next scheduled court date is 7/7/2026 at 1:30 PM.

At about 1:00 am this morning, our Communications Center received a call stating that 4-5 people were near the intersection of El Mercado Dr and Chettenham Dr in the City of Rancho Cordova, where an argument appeared to be underway. When Deputies arrived, they located two injured adult males. Deputies requested the Fire Department, as they provided immediate medical aid to the subjects. Fire arrived on scene, and one adult male with what appeared to be a stab wound was pronounced deceased. The other adult male suffered from a laceration to the head and was transported to the hospital. Several other people were in the area at the time of the incident and will be interviewed. Crime Scene Investigators (CSI) and Homicide Detectives are currently on scene. This is an active and ongoing investigation. Anyone with information on this incident is asked to contact the Sacramento Sheriff’s non-emergency line at (916) 874-5115.

The Sacramento County Sheriff’s Office recently joined the Greater Sacramento Area Fireworks Task Force and our public safety partners to remind everyone that illegal fireworks are dangerous, illegal, and will be actively enforced. Sheriff’s Office aircraft and ground teams will be deployed throughout Sacramento County to identify violators. Those caught using illegal fireworks may be arrested or cited and may face fines of up to $10,000 per device. If it is your child in possession, YOU will be held accountable for the fines. Discuss with your child, or it may cost you. As our nation celebrates its 250th year, let’s celebrate responsibly. Use only California State Fire Marshal-approved Safe and Sane fireworks where they are legal, or better yet, enjoy one of the many professional fireworks shows throughout our region.
