𝗖𝗹𝗶𝗺𝗮𝘁𝗲 𝗕𝘂𝗱𝗴𝗲𝘁𝗶𝗻𝗴 𝗶𝗻 🇵🇰: 𝗔 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗶𝗮𝗹 𝗔𝗻𝗮𝗹𝘆𝘀𝗶𝘀 𝗼𝗳 𝗔𝗹𝗹𝗼𝗰𝗮𝘁𝗶𝗼𝗻, 𝗚𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲 & 𝗥𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲 𝗙𝗶𝗻𝗮𝗻𝗰𝗶𝗻𝗴 Is climate spending in Pakistan truly reaching the frontlines of vulnerability? The Ecological Sustainability and Circular Economy team at the Sustainable Development Policy Institute (SDPI) has concluded a rigorous diagnostic study into the architecture of climate budgeting across Pakistan at sub-national level. Our analysis reveals a landscape at a crossroads: while international financing like the IMF RSF provides a historic opportunity, our internal governance structures require a paradigm shift to ensure every rupee builds genuine resilience & reaches the Last Mile 🔑Key Insights from our Diagnostic Study: 𝘽𝙧𝙚𝙖𝙠𝙞𝙣𝙜 𝙩𝙝𝙚 𝘾𝙮𝙘𝙡𝙚 𝙤𝙛 𝙍𝙚𝙖𝙘𝙩𝙞𝙫𝙞𝙩𝙮: We must pivot from "post-disaster relief" to "ex-ante resilience." Currently, 70-80% of disaster spending is reactive—leaving our infrastructure and communities perpetually vulnerable. 𝗧𝗵𝗲 𝗔𝗰𝗰𝗼𝘂𝗻𝘁𝗮𝗯𝗶𝗹𝗶𝘁𝘆 𝗩𝗼𝗶𝗱: There is a critical disconnect between federal allocations and provincial execution. Without standardized Climate Budget Tagging (CBT) at the provincial level, climate-relevant spending remains obscured within multisectoral heads. 𝗘𝗺𝗽𝗼𝘄𝗲𝗿𝗶𝗻𝗴 𝘁𝗵𝗲 𝗚𝗿𝗮𝘀𝘀𝗿𝗼𝗼𝘁𝘀: Transparency shouldn’t stop at the provincial capital. 🚨 From Evidence to Global Advocacy to Policy Action: Pakistan Bans Mercury-Contaminated Beauty Creams The Government of Pakistan’s decision to ban six beauty creams due to hazardous mercury content is a critical step for public health and consumer protection (lnkd.in/dcrGMGdP) But this is not a sudden breakthrough, it is the outcome of years of sustained scientific research and policy advocacy by SDPI in collaboration with Ministry of Climate Change, Pakistan & other regional organizations Since 2016 the SDPI has been leading evidence-based work on toxic chemicals in cosmetics. The pioneering research by the late Dr. Mahmood A. Khwaja (Research Fellow SDPI) revealed alarmingly high mercury levels in skin whitening creams in some cases reaching up to 26,500 ppm, far exceeding the 1 ppm safety threshold under the Minamata Convention ⚠️ These were not just cosmetic concerns but serious public health risks linked to: ❌️Neurological damage ❌️Kidney and lung dysfunction ❌️Long-term skin toxicity Read the report (lnkd.in/db66FXGv) 📌 What is equally important is the recent global momentum led by SDPI researchers. In 2025, Dr. Razia Safdar (Advisor SDPI) contributed to an international report under the 𝗭𝗲𝗿𝗼 𝗠𝗲𝗿𝗰𝘂𝗿𝘆 𝗪𝗼𝗿𝗸𝗶𝗻𝗴 𝗚𝗿𝗼𝘂𝗽 (ZMWG) and European Environmental Bureau , exposing the continued illegal manufacture and global trade of mercury-added skin whitening creams. 🔍 The findings were alarming: 🚨35 out of 37 products tested exceeded legal mercury limits 🚨Some contained mercury levels in the thousands of times above the 1 ppm threshold 🚨Pakistan was identified among major production hubs in the global supply chain 💬 As emphasized by Dr. Razia Safdar: Countries like Pakistan must prohibit manufacturing, import, and trade of mercury-added skin whitening products Read the report here (lnkd.in/dtQvE8ga) 📣This global advocacy combined with SDPI’s long-standing national research — has helped push the issue from scientific evidence → international scrutiny → regulatory action. 💡 This moment matters because it shows how change actually happens: Not through isolated decisions, but through years of data, persistence and policy engagement.
