I instructed to immediately initiate a meeting of the UN Security Council and to use other international platforms to respond to Russia’s killings of Ukrainian civilians and attacks against humanitarian personnel. In Kyiv, Russia’s latest terrorist strike killed at least 8 people, including a 12-year-old girl, and injured dozens more. Sadly, the death toll may continue to rise, because two dozen people are still considered missing. Since 6 pm yesterday and until 8 am today, Russia had launched 675 drones and 56 missiles, including ballistic, damaging 11 residential buildings in Kyiv and over 50 across Ukraine. Such scale of Russian terror necessitates strong international responses and I request all states to react. I instructed all of our embassies to lower flags tomorrow and open books of condolences. Additionally, tomorrow morning, we will invite the foreign diplomatic corps — all foreign ambassadors in Kyiv — to visit one of the sites where the Russian attack left an entire part of a multi-storey resident building ruined. The world must see that Russia’s response to all of our constructive peace proposals is more terror and violence, and act accordingly.

APPLEBAUM: Russia's war in Ukraine is sometimes described, including recently by American Vice President, as if it were nothing more than territorial dispute, kind of scuffle over lines on map. But when Russia denies that Ukraine is a real nation, builds concentration camps on Ukrainian territory, bans Ukrainian language and systematically arrests mayors, teachers, journalists, and priests, then Russia is also attacking Europe that was built after 1945, Europe whose borders are not supposed to be changed by force. Russia invaded Ukraine not only to destroy Ukraine but also to prove that treaties are meaningless, alliances are weak, and brute force still decides fate of nations. By waging imperial war of conquest, Russia seeks to undermine Europe's post-imperial order.

This night, Russia carried out a massive combined attack against Ukraine, using many ballistic and cruise missiles. Civilian infrastructure and residential buildings were hit. It was an especially difficult night for Kyiv. Sixteen people were injured and are receiving medical assistance. As of now, one person is reported dead. My condolences to their family and loved ones. Search and rescue operations are still ongoing at the strike sites. In the Kyiv region, seven people were injured. Kremenchuk, Bila Tserkva, Kharkiv, Sumy, and Odesa were also under attack overnight. I thank our Air Defense Forces for their tremendous work. I thank the rescuers who worked at emergency sites throughout the night and continue clearing the rubble. Ukraine needs help in strengthening its air defense. This is the only way to save our people and our cities.

Three months ago, Russians struck Olha’s home during the night. She lived there with her husband and three little children. Russians killed all of them. She was the only one who survived. Olha buried the people closest to her while nine months pregnant. Now Olha has given birth to a daughter, Katia, but she says the pain is so overwhelming that she feels like screaming, and the feeling never goes away.
