内蒙这个除了第八条之外其他都在意料中，现在看四川的情况（新疆估计差不多）。如果四川照搬，那就是矿圈94了。矿工只能出海，但是作为实体经济的矿业，出海哪里有这么容易。海外的供能也有限，一下子很难全部转移出去。只能走一步算一步了
