It is not a blazer. This confusion can be easily cleared up if you know the etymology for the term.
There are two stories for how the term blazer came about.
The first is that it derives from the vibrant red jackets worn by members of The Lady Margaret Boat Club, a rowing club of St John's College in Cambridge, England. It was said that these bright red jackets visually "blazed" along the blue waters.
The second is that comes from the Commander of the HMS Blazer, a British frigate, who scrambled to make his men look presentable for Queen Victoria's visit in 1837. The naval uniform at the time consisted of a navy double-breasted jacket, onto which the Commander affixed metal Royal Navy buttons.
Regardless of its true etymology, we can understand the blazer to be a tailored jacket made with metal buttons, historically decorated with some insignia showing belonging to some organization — military, school, sporting organization, club, etc. All blazers are sport coats, but not all sport coats are blazers.
The blazer is typically navy, although not always so. Members of rowing clubs often wear boldly striped blazers. You can also have tartan blazers (IMO, nice for the holiday season).
However, the original post does not show a blazer, as it's a tweed jacket with natural horn buttons. This sort of jacket derives from sport — such as those worn in the countryside while hunting pheasants. It would make no sense to wear brass buttons when trying to hide in the countryside. In the Netflix series The Crown, the Queen gently mocks Margaret Thatcher, who wore a bright blue dress for a hunt. Wearing a blazer while hunting would demonstrate the same ignorance.
Again, all blazers are sport coats. But not all sport coats are blazers. If you order a blazer from a traditional tailor, they will assume you're asking for a jacket with metal buttons. If you order a sport coat, they will ask you what type of buttons you want — horn, corozo, or mother of pearl, and in what color.
