The Electoral Commission has appointed Mr Richard Baabo Kamugisha as its new Secretary, effective 4th March 2026.
Mr Baabo Kamugisha has been acting Secretary to the Commission since late 2024, when the former Secretary left the institution.
As Secretary to the Commission, Mr Kamugisha is also the Accounting Officer and the Head of the Technical wing (Management) of the Commission.
A very experienced and distinguished election management expert, Mr Kamugisha has served the Electoral Commission since 1999, rising through the ranks from a District Registrar/District Returning Officer; Head of Field Operations Department, and Director of Operations.
According to the Electoral Commission Act, the Secretary shall hold office for a term of five years, renewable once.

The Electoral Commission reminds the all stakeholders that repeat elections for Sub County, Town and Municipal Division Local Government Councils in affected electoral areas will be held on Thursday, 12th March 2026. Voting will take place from 7:00 AM to 4:00 PM at the respective polling stations and electoral college venues.

In accordance with the Commission’s mandate to ensure completion of the electoral process, the polling date for Sub County, Town Council, and Municipal Division Local Government Council Elections in electoral areas where polling was not conducted or concluded has been rescheduled to Thursday, 12th March 2026.
The repeat elections will cover the positions of Chairpersons, Directly Elected Councillors, Women Councillors, and Councillors representing Special Interest Groups.

The Electoral Commission today, 6th February 2026, successfully conducted the election of the National Female Youth Representative to Parliament at Hoima City Stadium. The National Conference, comprising youth delegates drawn from across the country, was conducted in an orderly, peaceful, transparent and inclusive manner, in accordance with the law.

🗳️ Local Government Elections: Polling Dates Clarified
In line with the Electoral Commission Roadmap, Wednesday, 4th February 2026 remains the polling day nationwide for elections of Sub-county, Town Council and Municipal Division Chairpersons, Directly Elected Councillors and Women Councillors.
However, polling for District-level elections in Butebo District, and in Local Government electoral areas where polling was not conducted or concluded, has been rescheduled to Tuesday, 17th February 2026.
Voting will take place at all gazetted polling stations (and designated electoral college venues where applicable) from 7:00am to 4:00pm, followed by counting and declaration of results in accordance with the law. Voters are urged to participate peacefully and observe electoral guidelines.
