He began by reinforcing the importance of individual stories, describing their ability to cut through complexity and expose the reality behind systems and policies. Drawing on his own experience, he recounted the murder of his sister, after which her three children were taken into care by Tusla. He outlined how, despite the circumstances, the man accused and later convicted of the killing continued to be prioritised within the system. Family members who sought to care for the children were required to facilitate prison visits and to ensure that their personal views about the crime did not affect the children’s relationship with their father. Mr French described an ongoing legal battle with Tusla, detailing how he had to go to court to secure involvement in the children’s case. He stated that the agency opposed his efforts, while supporting legal challenges taken by the convicted man, resulting in prolonged and costly proceedings. Despite ultimately succeeding in court, he emphasised that the children remain in care and that he continues to face further legal steps in seeking guardianship. He also outlined his campaign for legislative reform through what has become known as Valerie’s Law. This proposed measure would allow courts to suspend the guardianship rights of individuals convicted of serious offences such as murder or manslaughter, with the aim of protecting children and removing legal control from those responsible for such crimes. He stressed that the proposal is distinct from decisions around contact, which would remain subject to the child’s best interests. Referencing similar developments in the United Kingdom, he noted that comparable legislation has already progressed through the system there, and confirmed that proposals for reform are now included in the Programme for Government in Ireland. He indicated that there is growing cross party political support and that draft legislation is awaited. He concluded by expressing gratitude for the support received to date, while making clear that the issue remains ongoing and unresolved for the children involved.
