🇮🇶 Iraq's Council of Representatives convened this morning to elect a new President of the Republic. The presidency is the first hand of a constitutional clock that has been frozen since the November 2025 elections. Here is how the clock works. The Iraqi constitution requires a two-thirds majority of the 329-member parliament, 220 MPs seated, to elect a president. Once sworn in, the president has 15 days to nominate a prime minister. The PM-designate has 30 days to form a cabinet. The cabinet passes the 2026 budget, which has been stuck in committee since November. The budget unlocks the Hydrocarbon Law (HCL) revenue framework. The HCL is the precondition for the Central Bank of Iraq to formally adjust the exchange rate, something that has been legally impossible without a seated parliament. An Iraqi MP told the chamber 247 members would participate today, enough to clear quorum even with the Kurdistan Democratic Party withholding its vote in protest. The KDP's own candidate, Foreign Minister Fuad Hussein, remains on the ballot. Sitting president Latif Rashid withdrew his own candidacy this morning. Sixteen contenders remain. Voting is live. Today's briefing holds until the first round concludes. Iraqi presidential rounds typically land within an hour of voting opening. Expect the drop inside the next hour, and no later than 9 AM ET whether the name lands or not. If no president is seated in the first round, we map the second round in tonight's follow-up.
