During my recent visit to the Egbin Power Plant, I reiterated that we have conducted a thorough diagnosis of the challenges currently facing our power sector in Nigeria. These challenges range from infrastructure limitations to supply chain constraints, and we are taking urgent action to address them and enhance power supply across the country. To this end, the Federal Government is fully committed to implementing proactive measures. Starting in April, we will prioritize the settlement of outstanding debts owed to power plants like Egbin Power. By doing so, our goal is to provide incentives for the continuous operation of these crucial facilities and to enhance their overall efficiency. Moreover, we acknowledge the importance of ensuring that power generation companies have access to essential foreign exchange for their maintenance and operations. This access is crucial for sustaining and improving power output on a national scale. We are taking decisive steps to facilitate this access, recognizing its critical role in the broader context of our energy infrastructure. Our ongoing discussions with the Ministry of Petroleum Resources and gas suppliers are centered on addressing gas supply constraints and facilitating debt repayment. Through collaborative efforts with all stakeholders, we are dedicated to finding solutions that will benefit the entire sector and contribute to its long-term sustainability. The shortage of gas has posed a significant obstacle to the operation of gas power plants. Through close collaboration with the Ministry of Petroleum Resources and gas suppliers, we are working diligently to tackle this issue and ensure a reliable gas supply for power generation. I also commissioned two projects during the visit - The environment friendly Electric Vehicles Project and Expansion projects on staff quarters named after President Bola Ahmed Tinubu. I wish to commend the Board and Management team of Egbin Power for their unwavering commitment to improving and maintaining infrastructure despite facing numerous challenges. Their dedication plays a crucial role in strengthening the resilience of the power sector and ensuring its continued operation.

During my one-day working visit to Sokoto State, I had the privilege of witnessing the remarkable progress being made in the power sector. It was inspiring to see the recently completed 38 megawatts Independent Power Plant built by the State government. I also visited the Goronyo Dam with a view to collaborating with the state government on the possibility of building a 15MW Hydro Electric Power plant. The 2023 Electricity Act has paved the way for subnational governments to invest in the electricity value chain. I commend Sokoto State for seizing this opportunity and investing in infrastructure that will benefit its citizens and drive economic growth. Power is critical to the performance of every sector, and Sokoto State's commitment to providing reliable and affordable electricity is commendable. Other state governments should emulate Sokoto's example and invest in the power sector value chain. I want to assure the people of Sokoto that the federal government, through the Ministry of Power and its agencies, will provide every necessary support to ensure the success of this project. We must ensure that the dividends of this investment reach the citizens. To address any concerns and bottlenecks delaying the take-off of the plant, I have invited all parties involved in the project to a meeting in my office. We will work together to resolve any issues and ensure that the project moves forward as swiftly as possible. I commend Sokoto State for not only building the power plant but also having the ancillary infrastructure in place. With the switch yard, substation, and 33KVA lines already in place, the foundation for success has been laid. I am confident that with our collective efforts and commitment, we will overcome any challenges and realize the full potential of this project. Together, we will ensure that Sokoto State and Nigeria as a whole have access to reliable and affordable electricity.

As the Minister of Power, I am deeply concerned about the deteriorating electricity supply across the country. In response to this pressing issue, I have summoned the Chief Executives of Abuja Electricity Distribution Company (AEDC) and Ibadan Electricity Distribution Company (IBEDC), as well as the Managing Director of the Transmission Company of Nigeria (TCN), to a crucial meeting. The purpose of this meeting is to discuss the worsening power supply in their respective regions and to collectively find lasting solutions. It is disheartening to witness the decline in power supply despite the concerted efforts to improve the situation. The Ministry has been exerting pressure on the Generating Companies (GENCOs) to enhance their performance, resulting in a recent increase in generation to over 4000MW. Despite this progress, certain distribution companies are failing to adequately distribute the power supplied by TCN, while vandalism of power infrastructure exacerbates the problem in regions such as Abuja, Benin, Port Harcourt, and Ibadan. Moving forward, I am committed to holding all distribution companies accountable for their performance. Willful non-performance will not be tolerated, and severe consequences, including license revocation, may be imposed. Additionally, I have instructed TCN to prioritize repair works on damaged transmission towers and power lines to improve supply in affected regions. During recent supervisory visits to power generating plants, I have witnessed firsthand the challenges faced by the sector. Plans are underway to settle outstanding debts owed to power generation and gas supply companies, which will alleviate the financial strain and contribute to improved generation levels nationwide. I urge electricity consumers to remain patient as we work tirelessly to address these issues and provide better service to all Nigerians.

My recent meeting with the Forum of Commissioners of Energy in Nigeria was a pivotal step towards fostering stronger collaboration between the Federal and State governments in our collective pursuit of achieving consistent power supply nationwide. Addressing the forum, which boasted representation from 23 States, I underscored our commitment to addressing the root causes of the electricity challenges plaguing our nation. I emphasized that our approach entails moving beyond temporary solutions and delving into the core issues at hand. With a firm grasp of the diagnostics and causes of the problems, we are now squarely focused on implementation. Furthermore, I urged State governments to leverage the opportunities presented by the new Electricity Act, emphasizing its potential to foster unity amidst diversity. Encouraging States to take proactive roles in the power sector, I highlighted the success story of Abia State, where Geometric Power Limited has established a 188 megawatts power generating plant, providing uninterrupted power to several local government areas. This, I stressed, is a model that other States can emulate with perseverance and determination. In addition, I outlined our strategy of deploying mobile power substations to areas experiencing disruptions, demonstrating our commitment to addressing challenges promptly. I also urge kod State governments to engage in distribution networks within their jurisdictions and bridge the meter gap, offering guidance on how to capitalize on their investments in partnership with DISCOs. By fostering collaboration between States and DISCOs, we aim to streamline distribution processes and tackle challenges at the local level comprehensively. Through joint efforts from all stakeholders across the nation, we are poised to overcome our electricity hurdles and usher in a new era of reliable power supply for all Nigerians.

Yesterday, I met with Chief of Army Staff Lt. Gen. T.A Lagbaja to address the pressing issue of power disruptions in military facilities. It is imperative for our security forces to have reliable electricity access. In our discussion, I assured the Nigerian Army of our willingness to engage DISCOs to resolve their outstanding electricity debt, amounting to 42bn. Ensuring adequate power supply is essential for maintaining security in Army barracks and cantonments. While debt owed to DISCOs and GENCOs is a significant challenge, we must also confront issues such as infrastructure vandalism, grid collapse, theft, and inefficiencies in billing and collection processes. These are complex issues that require comprehensive solutions. We recognize that the power outages affect not only the Army but also the entire nation. DISCOs and GENCOs are profit-oriented entities, and while we urge them to adopt reasonable repayment plans, we must also explore alternative power sources like Solar PVs and Battery Energy Storage Systems. I commend the Nigerian Army for their continued support in safeguarding power facilities nationwide. Together, we will work towards developing intelligence strategies to combat electricity infrastructure vandalism and ensure compliance with government policies. The Ministry remains committed to addressing the fundamental challenges facing the power sector and improving electricity access for all Nigerians.

On Thursday, 15th of February, I had the privilege of welcoming the EU delegation, led by Ambassador Samuela ISOPI, alongside Mr. DE Luca Massimo and Mr. Godfrey OGBEMUDIA. Their visit underscores the enduring partnership between Nigeria and the EU in advancing our power sector. Ambassador ISOPI's acknowledgment of our ministry's efforts and the EU's support since 2008 is truly heartening. With over 200 million euros in grants funding various projects, their commitment to Nigeria's energy landscape is undeniable. The discussion centered on the pressing challenges we confront, particularly the liquidity issue plaguing our market. Emphasized the urgent need for a cost reflective tariff and implementation of targeted subsidy to ensure the sustainability and efficiency of our operations. Excited to delve into the details of the EU's latest initiatives, totaling 37 million euros, covering diverse areas like small hydro, solar for healthcare facilities, rural electrification, and circular economy projects. These align perfectly with our ministry's strategic vision. As we embark on this journey together, I am optimistic about the transformative impact of our collaboration. With the EU's support and alignment of programs, we are poised to overcome obstacles and usher in a new era of electrification for all Nigerians.

TEXT AND KEY POINTS FROM MY PRESS CONFERENCE ON THE 14TH OF FEBRUARY The recent power disruptions across Nigeria stem from the inability of major players in the Nigerian Electricity Supply Industry (NESI) to settle old and current debts, causing a broken system where GasCos withhold gas supply from GenCOs. One major challenge is the non-cost reflective tariff, hindering DISCOs from meeting revenue targets and investing in reducing technical, commercial, and collection losses (ATC&C). Currently, there's a significant NGN1.6 trillion shortfall in wholesale tariffs, with an industry average ATC&C loss of 48% indicating that nearly half of the electricity generated is not paid for due to technical issues, theft, and inefficiencies in billing and collection processes. In collaboration with the Ministry of Finance, Budget and Economic Planning, and the office of the Special Adviser on Energy to the President, we're actively addressing the substantial outstanding debts owed to both GenCos and gas suppliers through a combination of cash injection and guaranteed debt instruments. Additionally, we're partnering with the Minister of State for Petroleum Resources (Gas) to establish firm gas supply contracts for GenCos, aiming to stabilize pricing in local currency for gas-to-power domestic supply. Investments in upgrading aging infrastructure, expanding capacity, and deploying advanced technologies through the Siemens-backed Presidential Power Initiative (PPI) are underway. Several power generation projects, including the completion of the 700MW Zungeru Hydro Electricity Power Plant in Niger State, are progressing. Financing arrangements for the 40MW Kashimbila Hydro Power Plant in Taraba state are being finalized. We're reviving 26 small and medium-sized hydro plants with solar hybridization and completing a 20MW Wind/Solar hybrid power plant in Katsina state. Efforts are also focused on increasing the operational capacity of NIPP power plants under the Niger Delta Power Holding Company to at least 50%. Accelerating key power initiatives like the Siemens Project, aimed at enhancing transmission capacity, is a priority. Discussions for EPC+F super grid projects with two Chinese firms are ongoing, crucial for providing failover and backup capacity to the National grid. Initiatives to modernize and strengthen existing transmission infrastructure, including upgrading substations and power lines, are in progress. Projects for reconductoring aging transmission power lines are being initiated for enhanced efficiency and reliability. Intervention projects funded by multilateral development partners, such as the World Bank, AfDB, and JICA, are expedited to address critical transmission challenges. Additionally, fair and competitive regulation efforts have resulted in significant fines for non-compliant DISCOs and refunds to over-billed customers, bolstering reliability and resilience in our electricity supply infrastructure. We're committed to improving communication and navigating challenges together to deliver reliable and accessible electricity to every corner of the nation.

Yesterday, I met with Hon. Ekprerikpe Ekpo, Minister of State for Petroleum Resources (Gas), to address the ongoing challenge of insufficient gas supply to power generation companies (GENCOs). Nigeria has significant gas reserves, but delivering enough gas to meet domestic demand has been a persistent issue. To tackle this, we've established a joint ministerial committee. It's crucial to find innovative solutions for ensuring stable gas supply to the power sector. Proposing domestic gas payment in naira is a key step toward stability, aligning with our economy's needs and promoting sustainable energy production. Payment shortfalls within the electricity sector pose risks to production and the entire value chain. Leveraging my financial sector experience and contacts, I'm working with stakeholders to advocate for legislative measures mandating naira-denominated payments for domestic gas supply. Addressing the vandalization of gas pipelines in the Niger Delta is also a priority. A 2021 NEITI report highlighted 7,143 cases of pipeline breakages and deliberate vandalism between 2017 – 2021, significantly impacting the efficiency of the electricity supply industry (NESI). Clear contractual arrangements between GENCOs and gas suppliers are essential to ensure consistent supply and maximize our power generation capabilities. The upcoming commissioning of the OB3 line is expected to greatly enhance gas supply to the northern region, fostering industrial growth. In conclusion, the establishment of a joint ministerial committee to tackle the issue of inadequate gas supply to power generation companies (GENCOs) represents a crucial stride towards resolving challenges in Nigeria's energy sector. Yesterday, I had crucial discussions with power Generating companies (GENCOs) and Distribution companies (DISCOs) to address the ongoing issue of blackouts in parts of our country. Power supply during the yuletide improved, but unfortunately, we've experienced setbacks in the new year. After investigations, it's clear that the main cause of poor power supply is the low supply of gas to GENCOs. Visited facilities in Olorunshogo, Ogun State, and Omotosho, Ondo State to understand the challenges firsthand. Resolving the gas supply issue is our top priority. During our meeting, we also addressed the indebtedness to GENCOs by Nigeria Bulk Electricity Trading Company (NBET). While acknowledging the sector's liquidity challenge, we are working on validating the debt and determining a fair resolution. I emphasized the importance of GENCOs establishing contractual arrangements with gas suppliers to ensure a steady gas supply. Recognizing concessions may be needed, I assure you that we are committed to working on this to stabilize the power sector. To tackle the gas supply and liquidity challenges, I've decided to form a committee involving all stakeholders. Together, we will work on recommendations to resolve these issues and ensure a more reliable and consistent power supply for our citizens. A plan has also been established to initiate discussions with the Minister of State for Petroleum Resources regarding collaboration and to emphasize to the Ministry the importance of prioritizing Gas to Power. Our commitment is unwavering in addressing the challenges affecting power supply. We understand the impact on citizens, and our goal is to swiftly resolve the issues of gas supply, indebtedness, and overall sector stability. Our focus is now on taking decisive action to address critical challenges in the electricity sector. The initial three months involved diagnosis, stakeholder consultation, and strategy formulation. With a well-documented implementation plan in place, it's now time to take decisive action targeted at enhancing distribution and transmission infrastructures. The lack of liquidity remains a significant challenge in the electricity market. We're reviewing the implementation process of a cost-reflective tariff, while ensuring continued government subsidy for vulnerable members of society. Closing the meter gap is imperative, and initiatives like the World Bank programs and the Presidential Metering Initiatives will gain momentum. The Ministry will intervene in distribution infrastructure, supplying transformers to communities without burdening citizens financially. Rural electrification is a priority, focusing on solar-powered mini/micro grids and street lights. Collaborating closely with Discos and State Electricity Boards, our efforts will align with local needs. To improve transmission infrastructure, we've reactivated the Presidential Power Initiative (Siemens Project) to strengthen the national grid. The Eastern and Western super grid projects will also be implemented to increase electricity supply to demand centers. The Transmission Company of Nigeria will be reconstituted in the short term, separating Transmission services from System/Market operations. In the medium to long-term, regional grids will be established for effective management. Generating at installed capacity is a goal for government-owned plants, while private companies are encouraged to invest further. Off-grid/distributed generation, utilizing renewables, will be a focal point. Tackling power theft and vandalism is paramount. We've informed the NSA of recorded cases, emphasizing the need for joint efforts to protect our assets. This national responsibility requires collective action to eliminate setbacks. As we embark on this transformative journey to bolster Nigeria's electricity sector, we appreciate the collective effort of all stakeholders. Aketi, as he was affectionately known, dedicated himself to the betterment of society. His governance brought succor, a good life, and the benefits of democracy to the people of Ondo State. He was not just a regional leader; he used his position to unite Yoruba States in safeguarding the South West's territorial integrity from external threats. Deeply troubled by the recent act of vandalism on our power infrastructure. A transmission tower in Yobe State, tower T372, was deliberately brought down, causing a ripple effect that led to the collapse of tower T373 along the same transmission line. This criminal act occurred at 21:18 and has disrupted power supply to parts of the North East, affecting Yobe and Borno States. While I condemn this deliberate sabotage, I appeal to all Nigerians to stand against such actions. We cannot let a few individuals hinder our efforts in providing regular electricity to the nation. Our Ministry is working closely with law enforcement agencies to investigate this incident thoroughly. Those responsible for this destructive act will face the full force of the law. Vandalism not only disrupts power supply but also poses a threat to the safety and well-being of our communities. In addition to immediate actions, we are mobilizing resources to quickly reconstruct the damaged towers. Restoring power supply to Yobe and Borno States is our priority. The incident involved the deliberate use of explosives on the 330kV transmission tower. Villagers confirmed hearing a loud explosion before the towers came down. This act of vandalism not only caused inconvenience but also raised concerns about the safety of our power infrastructure. We are taking this matter seriously and are committed to ensuring that those responsible are held accountable for their actions. TCN has swiftly mobilized a contractor to the site to commence the reconstruction of the damaged transmission towers. Our goal is not only to restore power supply to the affected areas but also to send a strong message that such acts of sabotage will not go unpunished. We are developing a comprehensive plan to enhance the security of power facilities nationwide and working on legislation to tackle the menace of vandalism.
