The Germans were pretty good at operational level planning in WW2.
But a lot of their planning was too "front-loaded".
They could do spectacular breakthroughs and encirclements, with foward units well-supplied and sticking to the plan, for the first few weeks of a campaign.
But then when total victory didn't arrive, these "front-loaded" operations would sputter out to nothing as supply shortages crept in and units outpaced their logistical tails or just stopped due to exhaustion.
This is what happened in North Africa, Moscow, Stalingrad, the Bulge and many other battles.
The Germans were very scary to fight in the initial phases of an operation. But if you could hold on, they would run out of steam.
