ನವದೆಹಲಿಯಲ್ಲಿ ನಡೆದ ಬ್ರಿಡ್ಜ್ ಟು ಬೆಂಗಳೂರು - ವಿವಿಧ ದೇಶಗಳ ರಾಯಭಾರಿಗಳು ಹಾಗೂ ರಾಜತಾಂತ್ರಿಕರೊಂದಿಗೆ ನಡೆದ ಸಂವಾದ ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ಮುಖ್ಯಮಂತ್ರಿ @siddaramaiah ಅವರ ಮಾತುಗಳು: ತಂತ್ರಜ್ಞಾನದ ಜೊತೆಗೆ ವ್ಯಾಪಾರ, ನಾವೀನ್ಯತೆ, ಜನರ ಸಹಯೋಗ ಹಾಗೂ ವಿಶ್ವದೊಂದಿಗಿನ ಪಾಲುದಾರಿಕೆಯತ್ತ ಕರ್ನಾಟಕ ಆಸಕ್ತಿ ಹೊಂದಿದೆ. ಬ್ರಿಡ್ಜ್ ಟು ಬೆಂಗಳೂರು ಕಾರ್ಯಕ್ರಮವು ರಾಜತಾಂತ್ರಿಕ ಮಾತುಕತೆಗಿಂತಲೂ ಭಿನ್ನವಾಗಿದ್ದು, ಆಲೋಚನೆ, ಆರ್ಥಿಕತೆಗಳು ಮತ್ತು ಜನರನ್ನು ಒಂದುಗೂಡಿಸುವ ವೇದಿಕೆಯಾಗಿದೆ. ಜಿಐಎ( Global Innovation Alliance) ಮೂಲಕ ಜಾಗತಿಕ ಪಾಲುದಾರಿಕೆಗಳನ್ನು ಬಲಪಡಿಸುವ ಕರ್ನಾಟಕದ ಬದ್ಧತೆಯ ಸಂಕೇತವಾಗಿದೆಯಲ್ಲದೆ ಮುಂದಿನ ನವೆಂಬರ್ ತಿಂಗಳಲ್ಲಿ ನಡೆಯಲಿರುವ ಬೆಂಗಳೂರು ಟೆಕ್ ಸಮ್ಮಿಟ್ 2026 ರ ಮುನ್ನುಡಿಯೂ ಹೌದು. ಈ ಕಾರ್ಯಕ್ರಮದ ಮೂಲಕ ನಾವೀನ್ಯತೆ, ಸಂಶೋಧನೆ, ಶಿಕ್ಷಣ, ಕೌಶಲ್ಯ, ಸ್ಟಾಟ್ಟ್ ಅಪ್ ಮತ್ತು ಹೂಡಿಕೆಗಳಲ್ಲಿ ದೀರ್ಘಕಾಲಿಕ ಸಹಯೋಗವನ್ನು ರಾಜ್ಯ ಬಯಸುತ್ತದೆ. ವಿಶ್ವವೇ ಒಂದು ಸಂಪರ್ಕ ಜಾಲವಾಗಿರುವ ಈ ಹೊತ್ತಿನಲ್ಲಿ ಇಂಥ ಪಾಲುದಾರಿಕೆಗಳು ಜಾಗತಿಕ ಸವಾಲುಗಳನ್ನು ಪರಿಹರಿಸಲು ಮತ್ತು ಒಟ್ಟಾಗಿ ಬೆಳೆಯಲು ಹೊಸ ಅವಕಾಶಗಳನ್ನು ದೊರಕಿಸಲು ಅಗತ್ಯವೂ ಆಗಿದೆ. ಭಾರತದ ಸಿಲಿಕಾನ್ ವ್ಯಾಲಿ ಎಂದೇ ಜಾಗತಿಕವಾಗಿ ಗುರುತಿಸಲ್ಪಟ್ಟಿರುವ ಬೆಂಗಳೂರು ಸಮಗ್ರ ನಾವೀನ್ಯತಾ ಪರಿಸರ ವ್ಯವಸ್ಥೆಯಾಗಿ ವಿಕಸನಗೊಂಡಿದೆ. ರಾಜ್ಯವು 16,000 ಸ್ಟಾಟ್ಟ್ ಅಪ್ ಗಳಿಗೆ ನೆಲೆಯಾಗಿದ್ದು, ಭಾರತದ ಸ್ಟಾರ್ಟ್ ಅಪ್ ಕೇಂದ್ರವಾಗಿದೆ. ಭಾರತದ ಜಾಗತಿಕ ಸಾಮರ್ಥ್ಯ ಕೇಂದ್ರಗಳಲ್ಲಿ ಸುಮಾರು ಮೂರನೇ ಒಂದು ಭಾಗ, ಅಂದರೆ 550 ಕ್ಕೂ ಹೆಚ್ಚು GCC ಗಳನ್ನು ಹೊಂದಿದೆ. ಅತ್ಯಾಧುನಿಕ ನಾವೀನ್ಯತೆ ಮತ್ತು ಪ್ರತಿಭೆಯನ್ನು ಪೋಷಿಸುವ ಪ್ರಮುಖ ಶೈಕ್ಷಣಿಕ ಮತ್ತು ಸಂಶೋಧನಾ ಸಂಸ್ಥೆಗಳ ಬೃಹತ್ ಜಾಲವನ್ನೇ ಬೆಂಗಳೂರು ಹೊಂದಿದೆ. ಮಾಹಿತಿ ತಂತ್ರಜ್ಞಾನ ಮತ್ತು ಜೈವಿಕ ತಂತ್ರಜ್ಞಾನದಿಂದ ಹಿಡಿದು ಅಂತರಿಕ್ಷಯಾನ, ಅರೆವಾಹಕಗಳು, ಬಾಹ್ಯಾಕಾಶ ತಂತ್ರಜ್ಞಾನ, ಕೃತಕ ಬುದ್ಧಿಮತ್ತೆ ಮತ್ತು ಕ್ವಾಂಟಮ್ ಸಂಶೋಧನೆಯವರೆಗೆ ಕರ್ನಾಟಕವು ತಾಂತ್ರಿಕ ಪರಿವರ್ತನೆಯಲ್ಲಿ ನಿರಂತರವಾಗಿ ಮುಂಚೂಣಿಯಲ್ಲಿದೆ. ನಮ್ಮ ರಾಜ್ಯದಲ್ಲಿ ನಾವೀನ್ಯತೆ ಕೇವಲ ಆರ್ಥಿಕ ಚಟುವಟಿಕೆಯಲ್ಲ, ಅದು ಒಂದು ಜೀವನ ವಿಧಾನವಾಗಿದೆ. ಕೌಶಲ್ಯಯುತ ಯುವಜನ, ವಿಶ್ವ ದರ್ಜೆಯ ಸಂಶೋಧನೆ ಮತ್ತು ಶೈಕ್ಷಣಿಕ ಸಂಸ್ಥೆಗಳು, ಬಲಿಷ್ಠ ಡಿಜಿಟಲ್ ಮತ್ತು ಭೌತಿಕ ಮೂಲಸೌಕರ್ಯ, ತಡೆರಹಿತ ಜಾಗತಿಕ ಸಂಪರ್ಕ ಮತ್ತು ಎಲ್ಲರನ್ನೂ ಒಳಗೊಂಡ ಸಾಮಾಜಿಕ ವಾತಾವರಣ ನಮ್ಮ ಸಾಮರ್ಥ್ಯ. ಮಾನವೀಯ ತಂತ್ರಜ್ಞಾನವನ್ನು ಹೊಂದುವುದು ಕರ್ನಾಟಕ ಸರ್ಕಾರದ ಭವಿಷ್ಯದ ಕಲ್ಪನೆಯಾಗಿದೆ. ನಮ್ಮ ಅಭಿವೃದ್ಧಿ ಮಾದರಿಯು ಸಾಮಾಜಿಕ ನ್ಯಾಯ, ಒಳಗೊಳ್ಳುವಿಕೆ ಮತ್ತು ಸುಸ್ಥಿರತೆಯ ತತ್ವಗಳನ್ನು ಹಾಗೂ ತ್ವರಿತ ಆರ್ಥಿಕ ಬೆಳವಣಿಗೆಯ ಮಧ್ಯೆ ಸಮತೋಲನವನ್ನು ಕಾಯ್ದುಕೊಳ್ಳಲಿದೆ. ಈ ದೃಷ್ಟಿಯನ್ನು ಆಧರಿಸಿ ನಾವು ಐಟಿ, ಸ್ಟಾರ್ಟ್‌ಅಪ್‌ಗಳು, ಜೈವಿಕ ತಂತ್ರಜ್ಞಾನ, ಬಾಹ್ಯಾಕಾಶ ತಂತ್ರಜ್ಞಾನ ಮತ್ತು ಕೌಶಲ್ಯದಲ್ಲಿ ಭವಿಷ್ಯತ್ ಕಾಲದ ನೀತಿಗಳನ್ನು ಜಾರಿಗೆ ತರುತ್ತಿದ್ದೇವೆ, ಭವಿಷ್ಯಕ್ಕೆ ಸಿದ್ಧವಾಗಿರುವ ಕಾರ್ಯಪಡೆಯನ್ನು ರಚಿಸಲು ಪ್ರತಿಭಾ ಅಭಿವೃದ್ಧಿಯಲ್ಲಿ ಹೂಡಿಕೆ ಮಾಡುತ್ತಿದ್ದೇವೆ ಮತ್ತು ಆರೋಗ್ಯ ರಕ್ಷಣೆ, ಶಿಕ್ಷಣ, ಕೃಷಿ ಮತ್ತು ಪರಿಸರ ಸುಸ್ಥಿರತೆಯಲ್ಲಿ ಸಾಮಾಜಿಕ ಸವಾಲುಗಳನ್ನು ಎದುರಿಸುವ ನಾವೀನ್ಯತೆಯನ್ನು ಉತ್ತೇಜಿಸುತ್ತಿದ್ದೇವೆ. 2032 ರ ವೇಳೆಗೆ ಕರ್ನಾಟಕವನ್ನು ಪ್ರತಿಭೆ, ತಂತ್ರಜ್ಞಾನ ಮತ್ತು ಸದೃಢತೆಯುಳ್ಳ USD 1 ಟ್ರಿಲಿಯನ್ ಆರ್ಥಿಕತೆಯಾಗಿ ಪರಿವರ್ತಿಸುವುದು ನಮ್ಮ ಆಕಾಂಕ್ಷೆಯಾಗಿದೆ. ಜಿಐಎ ಮೂಲಕ ಕರ್ನಾಟಕವು -ಸರ್ಕಾರಗಳು, ಶೈಕ್ಷಣಿಕ ಸಂಸ್ಥೆಗಳು , ಉದ್ಯಮದ ನಾಯಕರು ಮತ್ತು ವಿಶ್ವದ ಸ್ಟಾರ್ಟ್ ಅಪ್ ಗಳ ಜೊತೆಗೆ ದೀರ್ಘಕಾಲಿಕ ಪಾಲುದಾರಿಕೆ ಮಾಡಿಕೊಳ್ಳುವ ಗುರಿಹೊಂದಿದೆ. ಇಂಥ ಸಹಯೋಗಗಳು ಜಂಟಿ ಸಂಶೋಧನೆ ಮತ್ತು ಅಭಿವೃದ್ಧಿ, ಪ್ರತಿಭಾ ವಿನಿಮಯ ಮತ್ತು ಕೌಶಲ್ಯದ ಚಲನೆ, ಸ್ಟಾರ್ಟ್ ಅಪ್ ಮಾರುಕಟ್ಟೆಯ ಪ್ರವೇಶ, ನೂತನ ತಂತ್ರಜ್ಞಾನಗಳಲ್ಲಿ ಸಹಯೋಗ ಮತ್ತು ಸುಸ್ಥಿರ ಪರಿಸರ ಸಂಬಂಧಿ ಪರಿಹಾರಗಳನ್ನು ಕಂಡುಕೊಳ್ಳಲು ಇಚ್ಚಿಸಿದೆ. ಬ್ರಿಡ್ಜ್ ಟು ಬೆಂಗಳೂರು ಕಾರ್ಯಕ್ರಮದ ಮೂಲಕ ಕರ್ನಾಟಕದೊಂದಿಗೆ ಪಾಲುದಾರಿಕೆ, ನಾವೀನ್ಯತೆ ಮತ್ತು ಹೂಡಿಕೆ ಮಾಡಲು ಜಗತ್ತಿಗೆ ಆಹ್ವಾನ ನೀಡುತ್ತೇನೆ. #BridgeToBengaluru

With this conviction, the State Cabinet has approved the Karnataka Rohith Vemula Bill. ಜಾತಿ ಅಸಮಾನತೆ, ಅಪಮಾನಕ್ಕೆ ಬಲಿಯಾದ ರೋಹಿತ್ ವೇಮುಲನ ಸ್ಥಿತಿ ನಾಡಿನ ಇನ್ಯಾವ ಮಕ್ಕಳಿಗೂ ಎದುರಾಗಬಾರದು. ಶಿಕ್ಷಣ ಎನ್ನುವುದು ವಿದ್ಯಾರ್ಥಿಗಳ ಭವಿಷ್ಯಕ್ಕೆ ದಾರಿಯಾಗಬೇಕೇ ವಿನಃ ಬದುಕಿಗೆ ಮಾರಕವಾಗಬಾರದು ಎನ್ನುವುದು ನಮ್ಮ ಸರ್ಕಾರದ ಸದಾಶಯ. ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಗುರುವಾರ ನಡೆದ ರಾಜ್ಯ ಸಚಿವ ಸಂಪುಟ ಸಭೆಯಲ್ಲಿ "ಕರ್ನಾಟಕ ರೋಹಿತ್ ವೇಮುಲ (ಬಹಿಷ್ಕಾರ ಅಥವಾ ಅನ್ಯಾಯ ತಡೆಗಟ್ಟುವಿಕೆ) (ಶಿಕ್ಷಣ ಮತ್ತು ಘನತೆಯ ಹಕ್ಕು) ವಿಧೇಯಕ" ಕ್ಕೆ ಅನುಮೋದನೆ ನೀಡಲಾಗಿದೆ. ಸರ್ಕಾರಿ ಹಾಗೂ ಖಾಸಗಿ ಕಾಲೇಜು, ವಿಶ್ವವಿದ್ಯಾಲಯ, ವಿದ್ಯಾರ್ಥಿ ನಿಲಯಗಳಲ್ಲಿ ಪರಿಶಿಷ್ಟ ಜಾತಿ ಮತ್ತು ಪಂಗಡ, ಹಿಂದುಳಿದ ವರ್ಗ ಮತ್ತು ಧಾರ್ಮಿಕ ಅಲ್ಪಸಂಖ್ಯಾತ ವಿದ್ಯಾರ್ಥಿಗಳ ಮೇಲೆ ಜಾತಿ ಆಧಾರಿತ ತಾರತಮ್ಯ ಎಸಗಿದಲ್ಲಿ ಶಿಕ್ಷೆ ವಿಧಿಸಲು ಅವಕಾಶವಾಗಲಿದೆ. ಜಾತಿ ತಾರತಮ್ಯ ತೊಲಗಲಿ, ಭ್ರಾತೃತ್ವ - ಬಂಧುತ್ವ ಸಮಾಜವನ್ನು ಬೆಸೆಯಲಿ. • ಮುಖ್ಯಮಂತ್ರಿ @siddaramaiah #socialjustice

ಜಾತಿ ವ್ಯವಸ್ಥೆಯನ್ನು ಕಿತ್ತೊಗೆಯಲು ಸಾಮಾಜಿಕ ಜಾಗೃತಿಯ ಜೊತೆಗೆ ಕಾನೂನಿನ ಭಯವೂ ಮುಖ್ಯ. ಬಲಿಷ್ಠ ಕಾನೂನಿನ ಫಲವಾಗಿಯೇ ಇಂದು ಬಾಲ್ಯ ವಿವಾಹ, ಸತಿಪದ್ಧತಿ, ದೇವದಾಸಿ ಪದ್ಧತಿಯಂತಹ ಸಾಮಾಜಿಕ ಪಿಡುಗುಗಳು ಇಂದು ಇಲ್ಲವಾಗಿವೆ. ಇದೇ ಮಾದರಿಯಲ್ಲಿ ಶಿಕ್ಷಣ ವ್ಯವಸ್ಥೆಯಲ್ಲಿ ಬೇರೂರಿರುವ ಜಾತಿ ವ್ಯವಸ್ಥೆಯನ್ನು ಕಿತ್ತುಹಾಕಲು ನಾವು ಪಣತೊಟ್ಟಿದ್ದು, ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಗುರುವಾರ ನಡೆದ ರಾಜ್ಯ ಸಚಿವ ಸಂಪುಟ ಸಭೆಯಲ್ಲಿ "ಕರ್ನಾಟಕ ರೋಹಿತ್ ವೇಮುಲ (ಬಹಿಷ್ಕಾರ ಅಥವಾ ಅನ್ಯಾಯ ತಡೆಗಟ್ಟುವಿಕೆ) (ಶಿಕ್ಷಣ ಮತ್ತು ಘನತೆಯ ಹಕ್ಕು) ವಿಧೇಯಕ" ಕ್ಕೆ ಅನುಮೋದನೆ ನೀಡಲಾಗಿದೆ. ಜಾತಿ ತಾರತಮ್ಯ, ಶೋಷಣೆಯ ಮೂಲಕ‌ ಪರಿಶಿಷ್ಟ ಜಾತಿ ಮತ್ತು ಪಂಗಡದ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಮಾನಸಿಕ ಹಿಂಸೆ, ಆತ್ಮಹತ್ಯೆಗೆ ಪ್ರಚೋದನೆ ನೀಡಿದಲ್ಲಿ 1 ವರ್ಷ ಶಿಕ್ಷೆ ಹಾಗೂ ಗರಿಷ್ಠ ₹1 ಲಕ್ಷದವರೆಗೆ ದಂಡ ವಿಧಿಸಲು ಅವಕಾಶವಾಗಲಿದೆ. ಜಾತಿ ತಾರತಮ್ಯ ತೊಲಗಲಿ, ಭ್ರಾತೃತ್ವ - ಬಂಧುತ್ವ ಸಮಾಜವನ್ನು ಬೆಸೆಯಲಿ. • ಮುಖ್ಯಮಂತ್ರಿ @siddaramaiah #socialjustice
