@elonmusk VT and DE only have 1 member of Congress each. The district is the entire state. So “VT: 32% Republican, 0 seats” actually explains itself. Also, RI, HI, NH, and ME have two districts each. So if any of them did have one Republican member of congress, they’d be overrepresented.
