Without this, the current barriers to accessing full use of entitlements for #ChildrenWithSEND will continue. System changes are needed quickly to address the delays, which prevent settings from getting the right support to children with SEND in the earliest months and years.

We truly hope that the proposed reform changes respond to this, with increasing funding which enables all settings to effectively support all children with additional needs.
