Ahead of the International Migration Review Forum 2026 in New York, I met with members of the Nigerian delegation to ensure full alignment on our priorities and engagement. As we prepare for the sessions beginning on May 5, we must present a coordinated position that reflects our commitment to protecting vulnerable populations and strengthening systems that deliver real impact. #RenewedHope #OHOPRS #HumanityFirst Dr Bernard M. At the UN Transforming Global Education Summit, I set the context of our intervention as a process of system reengineering, grounded in the understanding that there is a strong nexus between education and poverty. Limited access to education continues to drive social exclusion and perpetuate cycles of poverty. With over 20 million out-of-school children in Nigeria, according to @UNESCO, the solution must go beyond access to education alone. It must connect learning to real economic opportunity. We're building a unified system that links humanitarian support, skills development, and sustainable livelihoods, so education leads not only to certification but also to economic productivity through One Humanitarian, One Poverty Response System (OHOPRS). We're working to move vulnerable populations from dependence to self-reliance, while strengthening coordination, data systems, and partnerships to deliver lasting impact. Dr Bernard M. Doro Honourable Minister Humanitarian Affairs and Poverty Reduction

Today, we celebrate the strength, resilience, and contributions of Nigerian workers whose efforts drive our nation forward every day. Across our communities, from farmers and traders to artisans and service providers, work remains a source of dignity, stability, and hope for millions of families. Our commitment is to continue supporting vulnerable households, not just with immediate relief, but by creating opportunities that enable individuals to work, grow, and build sustainable livelihoods. As we mark this day, we reaffirm our resolve to build a Nigeria where every citizen has the opportunity to earn, thrive, and live with dignity. Happy Workers’ Day. #HumanityFirst #RenewedHope #OHOPRS Dr Bernard M. Doro Honourable Minister Humanitarian Affairs and Poverty Reduction

Yesterday in Kano, I continued my direct engagement with beneficiaries of the HoPE-CT programme, not just to speak, but to listen and see impact firsthand. I began by paying a courtesy visit to His Excellency, the Governor, alongside key state officials, before meeting directly with beneficiaries because, for me, governance must connect leadership decisions to the real experiences of the people. Kano State alone has received over ₦48.1 billion through this programme, but beyond the numbers, what matters most to me are the lives being transformed. I met Zainab, who is growing her sewing business and formalising it with CAC registration; Ibrahim, who now owns his painting tools and no longer needs to hire; and Hafsatu, whose petty trade is steadily improving her livelihood. Listen, you are not just recipients; you are partners. Your progress is the true measure of this programme. And the feedback I receive from you will continue to shape how we strengthen and expand our interventions to reach even more Nigerians. We remain committed to building systems that restore dignity, support households, and create sustainable pathways out of poverty. #HopeCT #OHOPRS #RenewedHope #HumanityFirst Dr. Bernard M. Many have asked what happens after the initial support under the HOPE-CT Programme. Our focus is not just to provide temporary relief, but to create a clear pathway to stability and growth through One Humanitarian, One Poverty Response System (OHOPRS). The support helps households stabilise in difficult times, but it does not end there. We are working to connect beneficiaries to opportunities, skills, and systems that enable them to rebuild livelihoods and become self-reliant. This is how we move from intervention to real impact, ensuring that support today leads to a more secure tomorrow. #HopeCT #OHOPRS #RenewedHope #HumanityFirst Dr. Bernard M. Yesterday, I received the Leadership of the Bank of Agriculture who visited for a strategic engagement on empowering vulnerable subsistence farmers through integrated financing. We discussed how farmers who have already received government grants through the Ministry’s programmes can further access credit facilities to expand their operations, strengthen productivity, and ensure measurable progress. The Bank reaffirmed its commitment to supporting competent farmers and expressed readiness to advance these initiatives in alignment with national agricultural priorities. This collaboration will serve as a pathway to poverty reduction under the OHOPRS System, ensuring that grant-to-credit linkages translate into sustainable livelihoods, enhanced food security, and resilient rural economies. I welcome the Bank’s confidence and its pledge of sustained collaboration toward empowering farmers and reducing poverty. #RenewedHope #HumanityFirst Dr. Bernard M. The drive to build a more inclusive and accountable social protection system continues. At the Ministerial Press Conference on the HoPE-CT Programme, I joined key stakeholders to review progress and reaffirm our collective commitment to supporting vulnerable Nigerians through transparent and data-driven interventions. The session opened with remarks from the Permanent Secretary, setting the tone for a focused engagement, while the National Programme Manager of the National Cash Transfer Office highlighted the programme’s people-centred approach, ensuring that support reaches those who truly need it. In my address, I emphasised a core principle: social protection must be credible, targeted, and impactful. Millions of Nigerians depend on these interventions, and we must continue to strengthen systems that deliver with integrity and efficiency. I also commend the leadership of the National Identity Management Commission for reinforcing the importance of digital identity in improving transparency, accuracy, and accountability in beneficiary targeting. This engagement reflects what we stand for: a unified, accountable, and people-first approach to governance. We remain committed to building systems that not only provide relief but also restore dignity and create pathways out of poverty for every Nigerian. Dr Bernard M. Doro Honourable Minister Humanitarian Affairs and Poverty Reduction Federal Government of Nigeria.

Humanity First Weekly Update – Week 13 This week marked the successful conclusion of the National Technical Workshop on the One Humanitarian, One Poverty Response System (OHOPRS), a significant step toward building a more coordinated and effective approach to humanitarian response and poverty reduction in Nigeria. Beyond the sessions, we remained connected to the people at the heart of our work, engaging with displaced families at the Kunshingoro IDP Camp for the marking of Mr President’s birthday celebration and reaffirming our commitment to ensuring that no Nigerian is left behind. Our focus is on transforming support into opportunity and building pathways that lead to dignity, resilience, and self-reliance. Have a fantastic week 14 experience. #humanityfirst #ohoprs #renewedhope Dr. Bernard M. Doro Honourable Minister Humanitarian Affairs and Poverty Reduction Federal Government of Nigeria.

Yesterday, I had the privilege of marking the birthday of His Excellency, President Bola Ahmed Tinubu, with our brothers and sisters at the Kunshingoro IDP Camp in Abuja. It was a moment of reflection and connection, one that reminded us that leadership must remain closest to those who need support the most. Spending time with displaced families, sharing in their experiences, and seeing their resilience firsthand reinforced the importance of the work we do every day. As we celebrate the President’s birthday, we are reminded of the Renewed Hope Agenda and its focus on improving the lives of vulnerable Nigerians. Our presence at the camp was not just symbolic, but a reaffirmation of our commitment to ensuring that no one is left behind. Beyond providing immediate support, we remain focused on building systems that create pathways for recovery, dignity, and self-reliance through initiatives such as the One Humanitarian, One Poverty Response System. Tomorrow marks the President’s birthday, and I encourage all Nigerians to celebrate by extending a hand of kindness to those in need. That, truly, is the spirit of leadership and nationhood. #renewedhope #ohoprs #dorovision Dr. Bernard M. Today, we commenced the National Technical Workshop on the One Humanitarian One Poverty Response System (OHOPRS) in Abuja, bringing together key stakeholders from government, development partners, and humanitarian organizations. This workshop marks an important step in strengthening coordination across humanitarian and poverty reduction interventions in Nigeria. Through OHOPRS, we are working to harmonize efforts, improve data-driven decision making, and ensure that support provided to vulnerable Nigerians leads to sustainable pathways out of poverty. Over the next few days, participants will engage in technical discussions and collaborative sessions aimed at building a more integrated and effective system that moves households from crisis support to resilience and economic mobility. I look forward to the outcomes of this important engagement as we continue to place humanity at the center of our national response to vulnerability and poverty. #renewedhope #ohoprs #humanityfirst #Nigeria Dr. Bernard M. As Muslims across Nigeria and around the world celebrate Eid al-Fitr, I extend my warmest greetings and heartfelt congratulations to all our Muslim brothers and sisters. This joyous occasion marks the completion of the holy month of Ramadan, a period defined by devotion, sacrifice, compassion, and generosity toward others. The values of patience, charity, and empathy that Ramadan teaches us are essential for building a society where no one is left behind. As we celebrate, let us also remember the vulnerable among us and continue to support one another in the spirit of unity and kindness. I pray that this Eid brings peace, renewed hope, and abundant blessings to every household across our nation. Eid Mubarak. Dr. Bernard M. Doro Honourable Minister Humanitarian Affairs and Poverty Reduction Federal Government of Nigeria.

Many humanitarian interventions provide immediate relief. Food is distributed. Supplies are delivered. Support reaches those in urgent need. But an important question must always follow. What happens next? If humanitarian support ends with temporary relief, families often return to the same cycle of vulnerability. True progress happens when relief becomes a bridge to resilience. This is the thinking behind the One Humanitarian One Poverty Response System (OHOPRS). The system is designed to ensure that humanitarian assistance connects with long-term poverty reduction efforts. It brings together government agencies, development partners, and community structures so that support to vulnerable households leads to stability, opportunity, and economic mobility. Assistance should not only help people survive difficult times. It should help them rebuild their future. Humanity First is about ensuring that relief leads to resilience. #humanityfirst #ohoprs #renewedhope Dr. Bernard M. Doro Honourable Minister Humanitarian Affairs and Poverty Reduction Federal Government of Nigeria.
