What you failed to mention: he tried to game the system, live in Japan, not pay for anything and now lost the privileges. He was probably eligible to apply for PR after living there for 10 years, and an eventual citizenship, but he didn't apply. Why? Because the taxes and mandatory insurance deductions would dent his net savings!! He wouldn't have needed the business manager visa to run his restaurant if he had his PR in the first place. The Japanese Government is cracking down on this loophole - a lot of foreigners live in Japan for years without contributing to the pensions scheme and then leave the country at retirement.
