US incentives are being spread more thinly and more widely Average deal sizes have dropped sharply in 2025, suggesting a move away from large, headline-grabbing projects towards a broader mix of smaller investments. The shift is particularly pronounced in foreign-backed deals, but is also visible in domestic deals. Sector data tells a more nuanced story. Aerospace and chemicals still attract relatively large incentives, while areas such as automotive and electronic components have seen more modest support. The pattern points to a more targeted approach: bigger cheques for a handful of strategic industries, and smaller, more distributed funding elsewhere.
