Another Top Finance Official Departs Johnson Administration as Budget Crisis Deepens Mayor Brandon Johnson’s administration is once again facing turnover at the top of Chicago’s financial leadership. Acting Chief Financial Officer Steven Mahr is leaving City Hall after serving less than eight months in the role. Mahr was appointed on an interim basis after former Chief Financial Officer Jill Jaworski left the Johnson administration in January 2026 to become Chief Financial and Administrative Officer at Navy Pier. (Bloomberg Tax⁠) His departure comes at a critical time. Chicago is entering another difficult budget season while city officials acknowledge: * A projected $90 million mid-year budget shortfall * A budget gap exceeding $1 billion for the next fiscal year * Approximately $36 billion in unfunded pension liabilities The timing also comes just before Chicago’s annual investors conference, where the city’s chief financial officer traditionally serves as one of the primary representatives to Wall Street investors and credit rating agencies. According to Civic Federation President Joe Ferguson, entering that conference without a permanent CFO sends a negative signal about stability in City Hall’s financial leadership. (Bond Buyer⁠) City Council Raises Concerns Finance Committee Chair Ald. Pat Dowell said Mahr “stepped into a big job” and suggested he did not receive the level of support needed during contentious budget hearings. Ald. Matt O’Shea also questioned whether City Hall’s financial leadership was working together effectively, saying the city needs its Budget Director, Comptroller and Chief Financial Officer operating as one team rather than separately. The disagreements became increasingly visible during recent hearings over the city’s mid-year financial report and supplemental pension payments. Financial Leadership Turnover Continues With Mahr’s resignation, Mayor Brandon Johnson has now lost multiple senior finance officials during his administration, including: * Jill Jaworski – Chief Financial Officer (departed January 2026 for Navy Pier) * Steven Mahr – Acting Chief Financial Officer (departing August 2026) * Chasse Rehwinkel – City Comptroller (departed December 2024 to become CFO of Devon Bank) (Yahoo⁠) That means three senior leaders from Chicago’s top financial management team have now left the Johnson administration. As Chicago prepares for another contentious budget debate, many taxpayers will be watching closely to see who will lead the city’s financial strategy and whether the administration can restore confidence among investors, credit rating agencies, and the City Council. Chicago Flips Red visited with homeowners on the 9200 block of South Harper in the Washington Heights community after residents reached out to share concerns about the direction of their neighborhood. Residents told us they are worried about rising property taxes, the overall decline of their block, and what they describe as an increase in panhandling along the Stony Island Avenue corridor. Some homeowners also expressed concerns that two auto repair businesses on Stony Island may be housing migrants. Chicago Flips Red has not independently verified those specific allegations. The area falls within Chicago’s 8th Ward, which is represented by Alderman Michelle Harris. Ward boundaries are established by the City of Chicago. Chicago Flips Red believes homeowners deserve to have their concerns heard and addressed. Chicago taxpayers are expected to cover the costs associated with Chicago’s migrant response including shelter, healthcare, and educating newly arrived students while many longtime residents are already struggling with rising property taxes, crime, housing costs, and underperforming city services. Many Chicagoans are already starting to pay the price. In some areas, property tax bills have tripled, placing even more pressure on homeowners, seniors, and working families. 1st Ward Ald. Daniel “Banana Suit” La Spata voted in favor of these policies. And while many residents were asking for solutions to public safety, affordability, and basic city services, they also got more bicycle lanes. 1st Ward voters can decide for themselves whether those were the right priorities. Remember when Mayor Brandon Johnson welcomed thousands of migrants to Chicago and promoted the city as a welcoming destination? Then came the public health concerns at the Pilsen shelter, where a 5-year-old migrant child died after developing sepsis associated with a Group A strep infection. The shelter also experienced a measles outbreak that required emergency response measures. At the same time, Chicago taxpayers were expected to cover the costs of shelter, healthcare, and educating newly arrived students while many longtime residents were already struggling with rising taxes, crime, housing costs, and underperforming city services. On the federal level ( Biden & Harris Administration) , Americans were told COVID-19 vaccines were essential, yet millions of migrants entered the country during that period without a nationwide COVID-19 vaccination requirement. Chicagoans have every right to ask why these decisions were made, who benefited, and whether the priorities of City Hall reflected the needs of the people already living here. 🚨 CHICAGO, YOU JUST GOT ANOTHER TAX INCREASE. Who raised your taxes? It wasn’t Washington. The Illinois General Assembly passed the legislation, and Governor J.B. Pritzker signed it into law. Beginning August 1, 2026, Chicago’s combined sales tax increased to 10.50%. The additional 0.25% is intended to help fund regional public transit, including the CTA, Metra, and Pace. For years, taxpayers have contributed billions of dollars to public transit through fares, sales taxes, state funding, and federal funding. Yet many residents continue to ask where the measurable improvements are. Earlier this year, a Cook County judge also ruled that approximately $243 million in transportation-related funds had been improperly diverted from their constitutionally dedicated purpose.
