This kind of thing is extremely common. When I lived in Guadalajara, I knew a guy who converted to Islam so he could marry four wives. When he married his current wife, they were only married Islamically and did not get a Mexican marriage license.
Another reason Muslims don't get legally married is so they can divorce much easier. A Muslim man can divorce his wife by simply going to his imam and going through a five-minute annulment process. Iran takes this a step further with "sigha," temporary marriages that allow Iranians to hook up without violating the Muslim prohibition on extramarital sex. Iranians will literally get a sigha from the local imam, fuck like rabbits for a weekend, and then get a divorce. Rinse and repeat whenever they're horny.
This is why I piss in the mouth of anyone who claims that Islam is more "trad" than Christianity. Islam is FULL of these legalistic cheat codes that are intended to give a moral gild to degenerate behavior. Islam is what you'd get if the Bible had been written by a gooner with Down syndrome.
