Individuals are traveling to the U.S. illegally to give birth and secure citizenship for their child. That's fraud. Texas mourns the loss of Army Pvt. Isabella Gonzales of Carrollton, killed in action serving our nation in Jordan. She was just 19 years old. Uvalde was hard hit. The Texas National Guard is deployed to Uvalde and other areas impacted by heavy rain.

Uvalde and surrounding communities have been devastated by catastrophic flooding. Texas has responded with overwhelming force. More than 2,700 personnel and 1,500 vehicles, aircraft, and specialized resources have helped rescue more than 270 Texans, and evacuated many more. We will not stop until every community gets the help it needs. Our communities have been hit hard, but Texas is strong.

I have been briefed by state emergency management officials on the threat to life due to extreme flooding in Southwest and Central Texas. Last year’s tragic 4th of July floods were caused by 20.29 inches of rainfall. Through the weekend, we are expecting 30 inches of total rain. This is a life threatening flood. 42 years ago today, I was out for a run in Houston. A tree fell on me, leaving me partially paralyzed. Operation Lone Star never stops. A DPS Trooper stopped a vehicle in Val Verde County and found a 6-year-old boy unrestrained in the back seat, and his mother hidden in the trunk. The driver, a human smuggler from Laredo, was arrested and faces felony smuggling charges. In Texas, we relentlessly hunt down smugglers.

Today, we lost our irreplaceable retriever, Pancake, the First Puppy of Texas. Cecilia and I are so grateful for the 11 years that Pancake brought joy and affection to our family and to guests of the Mansion. She will be greatly missed by all the Texans who met her.

One year ago today, more than 100 lives were cut short in Kerr County and even more across Central Texas due to devastating flash floods. Tonight, I joined the Symphony of the Hills and read the names of 119 lost souls. We must never forget them. The Kerrville community rose from this tragedy the same way our nation has risen from every trial. That enduring spirit will ensure that our communities and our great nation will forever prevail.
