People don’t think logically and/or care about the facts. Arsenal handled the situation poorly in the eyes of the general public but those who actually do research and look into these things, there is always a lot more to it.
You think Arsenal should have just terminated his contract and publicly shamed him? They legally couldn’t.

A really shit situation, but Arsenal were trapped by law.
There are rules in place that protect people who are under investigation but not charged. If a club publicly named a player linked to serious allegations (Arsenal & Partey in this case), they risk a libel defamation claim if the statement harms the player’s reputation and the allegation was ultimately not proven. It is also legal principle of presumption of innocence, meaning Partey could not be treated publicly as guilty before formally charged.
Because of these risks, along with potential employment law issues (you can't just not play/allow a persona to work because of an investigation), not just Arsenal but all clubs typically can't name and shame. Arsenal couldn't do anything.
