Been there.
In 2017 I crossed 25 countries (incuding Hong Kong) with a Ledger holding more than cash limits allowed.
There were no frameworks back then. Just uncertainty.
From a policy view, it makes sense.
Crypto made capital controls almost meaningless.
It looks like governments are catching up.
