How can Trump travel about so freely spending millions when the government shut down?

Parents - measles is a highly contagious disease. Before there was a vaccine my three bothers & had measles at Christmas! One brother was so ill that the family doctor came daily. We worried that he may become blind,deaf, or both. Not a fun Christmas at all.
