Consider what oversight of Immaculate Constellation would actually require. The program’s core function, as Brown describes it, is to identify evidence of anomalous phenomena and remove it from the systems where it would otherwise live—before it can reach the analysts, archivists, or decision-makers who would normally encounter it.
By the time anyone with oversight responsibilities goes looking, the data is already gone. It has been routed somewhere else, into an architecture that doesn't appear in any standard listing. There is no document to subpoena. The information was never there, or at least, there is no longer any record that it was.
Which raises a question that the disclosure conversation has largely avoided:
If these hidden programs have successfully withheld their existence from sitting Presidents, have effectively thwarted constitutional oversight, and now they have automated the removal of evidence of their existence from the government’s own systems—then who, exactly, is running things? I don’t even mean that in a conspiratorial sense, but more in a structural one. Who is in charge?
The democratic mechanisms we assume to be in control of things like “who runs the country” may not be in control of them at all.
In the words of Matthew Brown: “You are not free. And this reality has far more to it than you have been allowed to believe.”
