Some overstay their visas. Japan now makes easy for foreigners to remain in the country illegally. But many are actually invited by the government through various job programs. It used to be they would get a 5 year visa non-renewable. Then they made it renewable. They they extended it to 10 years. And now they allow them to bring their families, which is really the last nail in the coffin.
