@Nerdcognito In my eyes, anything 25+ is a Nat 20 check or for the most proficient. If the eight dexterity fighter rolls a natural 20 on lock picking challenge rating 30 lock, then yes the man got incredibly lucky. Part of the fun is that luck can strike like that in real life.
