@Det_Connor50 Second one is Dabi was surrounding his own body with flames and was on high guard, Hawks' feathers are highly flameable they burn in a blink. Plus later Hawks prioritized killing Twice because Twice's quirk is more dangerous, he shouldn't prioritize killing Dabi

Why didn’t Hawks kill Dabi?
He had enough feathers to fly Twice across the room, and even burst out the window before rounding to the other side, almost as if he hasn’t lost any speed at all.
He could have sent a feather through Dabi’s neck but he actively avoided him
