Harris had no substance at all. She is a political animal who doesn’t stand for anything, or have and deep seated beliefs. The reason why she rambles is because it is a delaying technique used in improvisation to buy her time to come up with an answer. Because she doesn’t have any substance or any strongly held beliefs, she can’t access them like a normal person could, so she repeats herself and says nothing.
