I can remember as a young white man going into a village in northern Fiji where the children had never seen a white man. The youngest screamed in terror. Others treated me as a curiosity. Growing up in New Zealand I had not seen someone from an African ancestry until I was in my late teens. Most countries have an immigration policy based on what a person can contribute towards the country they wish to live in. That is not unreasonable.

In my culture by default our fellow man is first assumed to be our friend and brother. Governments have nothing whatsoever to do with it. Racist behaviour originated because of xenophobia and is quite a natural condition. People who are different from different cultures or different belief systems have always been considered a potential threat. For example during the time of the plague a foreign person would not be accepted into a community for fear of the unknown. It is called pre-judgement, prejudice. In such circumstances it is quite reasonable behaviour. However in today's world we are more enlightened and self-sufficient.

The child born in America would be A citizen but the illegal parents would still have to Leave the country. Of course they would still have two bring up their child and when the child and adult and can sponsor his parents they would be able to enter is the closest living relatives
