Some HCD data for you all…. Staff Size HCD was a small agency through the mid-2010s. Had ~81 staff positions as of 2018-19, which then jumped to 128 planned positions in 2019-20 — a roughly 58% increase in a single year driven by the 2017 Housing Package legislation. From there, growth continued in waves. Estimates put total staffing around 464 employees as of 2024, suggesting the department has grown roughly 5-6x from its pre-2017 size. Annual Budget The budget is even more dramatic. HCD's funds were in the hundreds of millions range in the mid-2010s (around $268M in 2016-17), but then exploded with the housing crisis response. $8.3 billion allocated across housing-related programs in 2020-21, followed by an additional $7.2 billion over three years starting in 2022-23. The 2023-24 budget included $3.3 billion for housing and homelessness programs alone. Amazing amount of resources, with almost zero results. @adamcarolla @ChadBianco

@CAgovernor The Housing Element process is completely overgrown. The state has made this a power grab. It’s way too cumbersome and burdensome, and it is not working at all. Stop throwing hundreds of new housing laws against the wall too.
