A few days ago @CounterStrike added optional Supplemental Terms for licensing Workshop items, likely for things like The Armory. With a lot of misinformation spreading, I asked @Quzga_ — a Workshop creator with items featured in 3 different in-game collections —for his thoughts:

100% but the question is if we will only get one per year. But the other stuff doesn't even make close to as much as cases do so I see no reason for them to stop. I think they just want to rely completely on community for all cosmetics so they don't have to spend time on any of it
